Circumcision in Germany without consent of the one operated on is nearly exclusively practiced by Muslims and Jews for religious reasons, thus providing an easy way to differentiate and discriminate. The fact that there was a relatively recent legal controversy and a special law drafted to allow it enhances it for politics.

Among adults in Germany it's somewhere around 6% circumcised for religious reasons (>5% muslims, <1% jews); 3% for medical reasons, mostly not "full removals" (there's a recent trend to cut for phimosis around age 6-10); 1% for other reasons (this e.g. includes about 0.1% US Americans cut not for religious reasons).

It was common practice for all boys pretty much in Canada in my generation. Not religious just sort of automatic. I think that has now stopped.

Three Syrian men have been arrested on suspicion of planning an attack in Düsseldorf for Islamic State while a fourth suspect who told officials in Paris about the alleged plot is in custody in France, prosecutors in Germany have said.

The federal prosecutor’s office said the three men were arrested in three different German states on Thursday.

It said in a statement that the plan called for two suicide attackers to blow themselves up in central Düsseldorf before further attackers kill as many people as possible with firearms and explosives.

Officially, some 160 migrants were resident at hall 18 of the Messe Düsseldorf conference centre, but it was a facility plagued by racial conflict which had seen violence spark before. Düsseldorf’s Express newspaper reports these conflicts were not between European German staff and their guests, but between the predominantly Arab residents, and a minority of Afghans who sided with the security staff running the facility — who were mainly Iranian.

According to the testimony of “several burly Moroccan refugees” which the paper had spoken to even as the hall burnt down, the Iranians employed by the German state to look after other migrants from around the world had “deliberately” not woken the Arabs up in time for their Ramadan breakfast following a long run dispute.
