This was a hard one I found no pictures of it online, the one I used I scanned from a book I just finished.
The plane is a SA-1 A5570 "Ships Airplane" and was built to explore the use of low weight, short takeoff and landing scout planes that could takeoff and land on Battleships.
This picture shows a Nieuport 28 on a turret platform on the USS Arizona 1919.

While the a Squadron Commander of VF-1b, this individual started the tradition of presenting each new father with a silver spoon embossed with the squadrons insignia. He also started the red background on the squadrons insignia which is still used today.
He is pretty famous in other regards also.
Who is this Commander that later became an famous, {maybe infamous)Admiral?
