I just googled to get this author's credentials and I stumbled upon his "scholarly" article which he wrote after AQKhan's arrest, where he says,

Wow! He is published by Nuclear Policy Research Institute.

The dude must know what he talking about. at the end it says "ABOUT THE AUTHOR: Adnan Gill, now residing in the United States, received degrees in Political Science and Computer Information Systems. His Political Science studies focused on International Relations and Strategic Studies. He frequently writes opinions and letters in local and national news media."

Seeds of Indian Proliferation
