I agree completely with this Administration’s goal of a regime change in Iraq-John Kerry
even if that enforcement is mostly at the hands of the United States, a right we retain even if the Security Council fails to act-John Kerry
He may even miscalculate and slide these weapons off to terrorist groups to invite them to be a surrogate to use them against the United States. It’s the miscalculation that poses the greatest threat-John Kerry

IIRC the plan against the Japanese was that the Battle Fleeet would fight a series of Jutlands all the way to the home islands.

A plan to "invade" a country could be for two other reasons other than "kick their ass/take their gas".
Reason 1. Coming to the aid of/reinforcing an already-invaded ally

The plan called for the Canadian 4CMBG to raise the ruckus in Europe, causing a general mobilzation on both sides. We dragged our feet on REFORGER, saying we're trying to calm the situation (yeah, when we're taking pot shots at the Soviets) and then start begging for lift from the Americans (not too much stretch of imagination). Obviously, not too much is available but we send our guys out to American airports and ports just to wait in case something comes up.
And voila, 3 Canadian brigades controlling major communications hub.
One of the more bizzare things is that we bring the beer but forbid our guys to even have one beer, telling the Americans, it's going to go to waste.
