    First ever:
1776 - Fort Nassau in the Bahamas led by Captain Samuel Nicholas

    First abroad:
1805 - Battle of Derna led by Lieutenant Presley O'Bannon

Google does wonders these days ;)

    Q. In what U.S. city was the U.S. Marines formed? This year and date, in November, gives extra kudos ;)

They did and they were quite unusual at the time, although not alone. The Prussians(who else) also experimented with the same concepts and the result was very unpleasant for Napoleon.
