Addressing a press conference, the state finance minister said that Sherjil Islam was heard saying in an audio clip that the state should be cut-off from the rest of India and taught a lesson.

He is tainting the whole protest movement by giving it a sectarian spin. The govt has to act. They then can paint this as political persecution to the west.
Basically the plan is let's have more shaheen baghs elsewhere in the country. Do them in Assam and cause unrest there.

whereas the CAA is in clear violation of Article 15 of the Universal Declaration of Human Rights (UDHR), which states that ‘Everyone has the right to a nationality’ and that ‘No one shall be arbitrarily deprived of his nationality nor denied the right to change his nationality’;
whereas the Office of the United Nations High Commissioner for Human Rights has called the CAA ‘fundamentally discriminatory’, adding that while India’s ‘goal of protecting persecuted groups is welcome’, this should be accomplished through a non-discriminatory ‘robust national asylum system’;
F. whereas all states are bound to respecting the human rights of all individuals without distinction; whereas an individual’s legal bond to a particular state through citizenship remains in practice an essential prerequisite to the enjoyment and protection of the full range of human rights;
G. whereas as stated in the Declaration of the High-level Meeting of the General Assembly on the rule of law at the national and international levels and in the resolution adopted by the UN General Assembly on 30 November 2012, ‘all persons, institutions and

H. whereas the CAA marks a dangerous shift in the way citizenship will be determined in India and is set to create the largest statelessness crisis in the world and cause immense human suffering;
The idea here is there will be massive detention camps. If the govt has said nobody is getting deported then they will have to put them some where. They will be documented and given work visas. They are now all trackable. But there is a difference. These people can never vote in the future. So people think the ultimate design of CAA is to disenfranchise these people.

Bolded bit is what these EU reps think the goal of CAA is. That no muslims will be granted citizenship in India after 2014. Hasn't the FM already mentioned the number of muslims that have got citizenship. Hasn't she said that muslims can still apply for citizenship in the future.
Q. whereas trade negotiations are underway between the EU and India;
1. Expresses deep concern at the fact that India has created the legal grounds to strip millions of Muslims of the fundamental right of equal access to citizenship; is concerned that the CAA could be used, along with the National Register of Citizens, to render many Muslim citizens stateless;

‘Not legally binding’ — India needn’t worry about European Parliament move on CAA, Kashmir | The Print | Jan 27 2020
India has little to worry if the European Parliament passes the six draft resolutions on Citizenship Amendment Act and Kashmir by putting them to vote. Actions taken by the independent body are “not legally binding”, multiple sources told ThePrint.
The Strasbourg-based European Parliament is an independent body and resolutions passed by it are only “handed over to the European Commission” for its consideration, a diplomatic source said.
The source also said it is entirely the decision of the European Commission whether or not to take the resolutions seriously.
Meanwhile, according to sources in the government, India has already activated diplomatic channels to ensure the European Commission does not act on it, and urged a comprehensive dialogue on the issues of Citizenship Amendment Act and Kashmir.

The European Parliament is expected to take up six resolutions on India’s Citizenship (Amendment) Act this week, with the two largest groups of its members strongly criticising the law for its negative consequences for internal stability and potential for creating a “statelessness crisis”.
It remains to be seen whether the resolutions will be taken up separately on January 29 as efforts are underway by the six groups to reach a compromise on the text. A representative of the S&D Group said: “Other political groups have tabled different resolutions and in this case, you could expect some compromise around a single text in the coming days.”
Who are these groups
The European People’s Party (EPP) Group, a centre-right group that is the largest with 182 Members of the European Parliament (MEPs), said the CAA “is selective and excludes Muslims from provisions provided to other religious groups” and expressed concern about the “wide range of negative consequences that it might have for India’s international image and internal stability”.
The Socialists and Democrats (S&D) Group, the second-largest group with 154 members from 26 EU states in the 751-member parliament, was especially scathing in its resolution, which expressed “deep regret over the adoption… of the CAA, which is discriminatory, dangerously divisive and may potentially create the largest statelessness crisis in the world”.
The Renew Europe Group, a liberal group with 108 MEPs from 22 countries that is the third largest group in the European Parliament, said the CAA is “explicitly discriminatory in nature as it specifically excludes Muslims from access to the same provisions as other religious groups” and condemned its adoption.
The Verts/ALE Group, which is the fourth largest group with 75 MEPs from 16 countries, said in its proposed resolution that the CAA, “combined with the nationwide citizenship verification process, will leave India’s 200 million Muslims with the challenge of proving Indian nationality or becoming stateless” and urged Indian authorities to “immediately amend the provisions [of the law] in accordance with international human rights standards”.
The GUE/NGL Group, which has 41 left-wing MEPs, criticised both the CAA and the security shutdown and detentions in Jammu and Kashmir, and expressed “deep concern… that India has created the legal grounds to strip millions of Muslims of the fundamental right of equal access to citizenship”.Last edited by Double Edge; 27 Jan 20,, 21:31.

A spokeswoman for EU Foreign and Security Policy also clarified that, “The opinions expressed by the European Parliament and its members do not represent the official position of the European Union (EU)."
The comments came a day after India called for engagement between New Delhi and the EU “to get a full and accurate assessment of the facts before they proceed further" with discussing and voting on the resolutions.
Former foreign secretary Kanwal Sibal said that should the resolutions be passed, though non-binding, they would affect India-EU ties. “India’s image is taking a beating because of longstanding traditional prejudices in liberal (European) circles," he said.
