Unfortunately, nukes have something called the National Command Authority and that must be taken out, disabled, etc and that means powergrids, tv/radio stations, bridges, etc, anything to stop or to reduce the NCA's ability to execute and that means bridges, electrical grids, etc.

Captain, there is no right nor wrong about this. This is history. Our governments made their choices ... and for the longest time, I did not understand why India made the choices that she made ... until you made it clear ... for which I am grateful.
I don't know anywhere else but WAB is the first place I've made where we former enemies really made an effort to educate each other ... and for that, I am eternally grateful to call you all friend.

The economy was opened up in the mid 80's during the time of Rajiv Gandhi's regime, much before the Soviet Russia broke up. It had to speed up after the oil prices shot up after Gulf War I....
