Not true, at least right now. DGB reported 3 months ago that due to the recession its membership numbers relatively stabilized during 2009 and 2010, at under 1% "losses" in 2010.

Of course the declining influence of the unions can be felt in the economy - wages are sinking in Germany, not rising, automatically reducing domestic demand for products, and making the economy even more export-dependent. This is obviously not desirable.
