    Terror biz: no cost cutting, fest bonus too

    New Delhi: At a time when Prime Minister Atal Bihari Vajpayee and Pakistan President Pervez Musharraf are moving steadily following a concrete roadmap towards a peace process, hardline jihadi groups ha at given up on their effort to sabotage the peace process. And, there is no cost cutting in the business of terror.
    It may come as a surprise but militants operating in Jammu and Kashmir are paid an incentive amount, much like a festival bonus twice a year
    - for Id-uI-Zoha and Id-ul-Fitr. According a report submitted by a Joint Director in the Intelligence Bureau to the Vajpayee government, Rs 1,500 each was paid to about 2,000 militants on each occasion. The total amounted to Rs 30,00,000, according to the report (at the end of 2003).
    The flow of funds, under specific heads, to terrorist groups like Hizbul Mujahideen (HM), Harkąt-ul-Mujahideen (HuM), Lashkar-e-Taiba (LeT) and some other groups run into crores annually The latest amount has been estimated as Rs 31,33,00,000.
    This estimate relates to direct costs in the form of salary one-time payment, compensation amount paid to the next kin of killed militants, payment to motivators, guides, clothing allowance to militants, etc and do not include special incentives for Fidayeen attacks, killing of VIPs or missions of critical importance to the tanzeems. The rates are of course different for local and foreign militants. The above mentioned estimates exclude expenditure on training of militants, acquisition of weaponry explosives etc. Intelligence sources say if these intangibles are added on to the funds flow estimates, the amount of terrorist funding in the Valley is likely to range between Rs 5-10 crores per month.
    The direct cost under specific heads to militants which add up to a total of Rs 313,300,000 annually according to the latest assessment is as follows:

    o Salary on the estimated strength (1200 foreign militants, 1800 local militants) - Rs 129,600,000.
    o One-time amount paid, for a year, to infiltrating militants (based on last three years averages) - Rs 2,500,000.
    o Payments made, for a year, to next of kin of killed militant (based on three years averages). Rs 1,00,000 each, for 450 foreign militants killed and Rs 50,000 each, for 1300 local militant killed- Rs 11,00,00,000.
    o Recurring subsistence allowance paid to (in an year) families killed local (1300) militants (Rs 2000 per month) -Rs 31,200,000.
    o Payments to "motivators" (in a year) at the rate of Rs 5,000 per recruit (based on infiltration averages over the last 3 years) - Rs 1,7500,000.
    o Payment (during an year) to "guides" at the rate Rs 3,000 per head, based on last three years average - Rs 7,50,000.
    o One-time payment (in an year) for clothing at the rate of Rs 6,000 per recruit (total militant strength being estimated at 2,000) on the basis of the last years' averages - Rs 1,20,00,000.
    o Incentive payment during Id (twice a year) to 2,000 militants at the rate of Rs 1,500 per person, each time - Rs 30,00,000.
    According to intelligence reports, the major source of funding terrorist outfits in J&K is Pakistan, through the 1SI and Pakistan-based "charities". Others include Saudi Arabian organisations like Rabita-e-Alam-e-Islami, World Assembly of Muslim Youth, the Iranian Shia organisations, World Kashmir Freedom Movement and Friends of Kashmir (UK), Kashmir American Council and Kashmir Study Group (US).

    This is an example of why coddling dictators and terrorists fail.

    We need to strike hard and make the costs so high that not even money payments are enough.
