Harper to unveil aid plan

Although I am still a "novice" when it comes to Canadian politics, I am becoming a fan of Harpers especially in his support of the military, having read the attached article, the problem of helping a nation rebuild is complex and difficult...the aid given (financial) can come across as somewhat "apologetic" IMO if done to soon.....so I was wondering is it worth actually trying to rebuild infrastructure until the war is actually won? given that a miitary can always do what is needed for itself. A difficult question I know
