Those are isolated incidents. Very few people that I have seen here in New Jersey actually dress like that, or have hair like that.

Judging from their generally urbane and homosexual appearance, I would guess they are from Jersey City or Hoboken. Those cities are fine places, but they are close to the Manhattan club scene, which is where I think these people come from.

Do not worry, New Jersey is still fairly normal.
