That is not so in using Google Translate.

Well, UD is a official word for an organ or a extended body part,like hand,leg or swinging...Not by using google translate. The official name of this mine goes something like this "directional blast anti personnel mine" or "directed fragmentation anti personnel mine". But when you translate that, very loosely, to English and shorten it so that it could fit on a mine you get MRUD or MR UD. Since UD is a limb or body part is the most common official word for a for sex organ and add MR from English, you get mister willy. Or if you want to go full on without English phrases, you get Master (as a educational degree) Willy.
I finally understand why I was so annoyed by California. That state is absolute representation of entropy and Zero Fucks given life philosophy and attitude towards life. It boggled my mind, I couldn't understand it at all. All the tech, all the money, ocean at couple of miles from shore yet every single year they get absolutely trashed by forest fires. No efforts at early warnings, no efforts at rapid responses, no efforts at means and tactics of tackling the issue, no care of how the image of the US will be ruined by this, nothing, zero, nada, zilch,0. Just endless filibustering of meaningless politics and content creation. They can build an stealth bomber, they can build space stuff, yet they constantly fail to build an decent air fire fighting plane yet they glorify conversions as some sort of high tech wonders.
And we here imported that philosophy whole sale and the efforts show. As of yesterday, our Oil Industry is under Western sanctions and we have 60 days to sort that mess or we wont make it till next winter. Of course,we all know the result.

San Francisco, I had to jump over homeless people that had all kind of diseases and their brownies on the street...But that wasn't the point of my question. The question is, how is it possible to have such a catastrophe in L.A. while in the same time you have all the tech,money,data, services,agencies in the world? Don't tell me that "it is a force of nature". USGS reports earthquakes in Serbia before our geological survey notices them.
Because when the chips are down weather and geography trumps tech, money and service delivery etc every time.
