BEIJING – In the clearest sign yet that China is bracing itself for a possible showdown with the United States over Taiwan, an overage People’s Liberation Army (PLA) general with combat experience was re-elected as vice-chairman of the Central Military Commission (CMC) on Sunday.

President Xi Jinping bent the unwritten “seven up, eight down” rule for General Zhang Youxia, 72, a veteran of the 1979 Sino-Vietnamese War and one of a handful of PLA generals with combat experience.

Gen Zhang, previously the CMC’s second-ranked vice-chairman, was elected first vice-chairman of the commission and retained his seat in the 24-member Politburo following a meeting of the Communist Party elite on Sunday.

The party’s unofficial norm dictates that those aged over 68 are not eligible to stay on in or be further promoted to the Politburo at the start of a new term.

His election at the first plenum, a meeting of the party’s Central Committee that kicks off a new five-year term the day after the end of a party congress, confirms previous predictions by The Straits Times.

The CMC is China’s military high command, in charge of over two million active personnel in the PLA. It is chaired by Mr Xi and supported by two vice-chairmen and four members.

Like Mr Xi, Gen Zhang is a native of Shaanxi province and a “princeling” – the offspring of China’s political elite. Their fathers were known to be close friends.

Gen Zhang is the oldest in the new 205-member Central Committee, from which members of the Politburo Standing Committee – the pinnacle of power in China – and the wider Politburo are drawn.

The new second-ranked vice-chair of the CMC is General He Weidong, 65, who was also elected to the Politburo.

He served as commander of the PLA’s Eastern Theatre Command (ETC) from 2019 to January 2022, overseeing forces from the PLA’s various branches in charge of the 180km Taiwan Strait separating Taiwan and the Chinese mainland.

Dr James Char, an associate research fellow at the China Programme at the S. Rajaratnam School of International Studies, said Gen He’s promotion will boost the PLA’s “operational readiness for a contingency in the Taiwan Strait”. He pointed out that the PLA’s key strategic focus is Taiwan, which the ETC is largely responsible for.

Another notable addition to the CMC is PLA Army commander, General Liu Zhenli, 58, who – like Gen Zhang – has actual combat experience.

“Like Zhang Youxia, Liu Zhenli stands out for having hard operational experience in the Sino-Vietnam conflict. He also has experience, first as chief of staff and then commander of the PLAA, as well as chief of staff of the People’s Armed Police,” said Dr Char.

The last new addition to the CMC is General Li Shangfu, 64, who served under Gen Zhang during the latter’s previous commands, and was likely handpicked by the CMC vice-chairman.

“As a veteran in the conduct of high-tech military operations and having been deputy commander of the PLA Strategic Support Force, his promotion is in line with the PLA’s stated goal to enhance its informationised warfare capacity, and to help the PLA progress to intelligentised warfare,” said Dr Char.

The two remaining CMC members – Navy Admiral Miao Hua, 67, and General Zhang Shengmin, 64 – were re-elected, but are believed to have not been further promoted as they are political commissars and not operational experts.

Adm Miao is director of the Political Work Department, CMC’s political organ, while Gen Zhang is the military’s top anti-corruption official.

Given the opaque nature of Chinese leadership changes, observers expected many surprises at the 20th Party Congress, yet I’m still astonished by some of the appointments.

Surprise 1: I knew there would be minimal representation of women in the top leadership ranks, but I never thought that the Politburo would consist of all men and not a single woman, something that has not occurred in 25 years.

Surprise 2: I knew that Hu Jintao’s protégés, those leaders whose careers advanced largely through the Communist Youth League ranks (known as tuanpai), would face diminished representation in the leadership, but I never expected that the PSC or Politburo would not include at least one tuanpai leader.

Surprise 3: I predicted that Xi would not follow conventional norms, but I did not expect that the primary candidate for premier, Li Qiang, would lack experience serving as a vice premier, a prerequisite throughout PRC history.

Surprise 4: I knew it was not in Xi’s interest to identify a successor. I expected that he would need to promote younger sixth generation (6G) leaders, but I never predicted that the two younger leaders, Li Qiang and Ding Xuexiang, would both be positioned to serve in the State Council as premier and executive vice premier.

Surprise 5: I believed that the military leadership would change substantially, but I never thought that the two Central Military Commission vice chairman would be Zhang Youxia and He Weidong. Zhang, born in 1950, is the oldest in the leadership ranks, whereas He Weidong jumped two or three steps to assume this position. These appointments reflect the leadership’s focus on Taiwan.

The CCP's new Central Committee is considerably younger than previous incarnations, and decidedly more Han and male. For the first time since 1997-2002 (the 15th congress), there are no women on the politburo. What is very well represented are cadres loyal to General Secretary Xi Jinping.

The membership includes 11 women (5.4%), two of whom are from minority groups. The highest ranking woman in the party is Discipline Inspection Commission Deputy Secretary Yu Hongqiu.
Among minorities, the two highest ranking are from the DIC: Manchu Li Xinran and Naxi Yin Bai are both DIC Standing Committee members, a group of just 19 people. Three of the eight DIC Deputy Secretaries are also full members of the Central Committee (as is DIC Secretary Li Xi, a member of the PBSC).

There are two full and one alternate Mongolian members; one full and three alternate Tibetans; one full and one alternate Uygur; one full and two alternate Zhuangs; one full and two alternate Hui; one full and one alternate Bai; one full Tujia; one Kazak member; four alternate Manchus; and three alternate Miao members.

Of the 205 full members, 37 (18%) were born in the 1950s. Xi Jinping, who will turn 70 in June 2023, is second oldest, after his close colleague General Zhang Youxia (72).

On a more personal note, this is the ninth party congress I've analyzed in real time, and by far the easiest. Previously, it would be months before every member of the central committee would be identified by job, and generally impossible to pin down birth years, let alone months (for almost all).
 
Xi’s New Central Military Commission: A War Council for Taiwan?

The new Military Affairs Commission (MAC) is more of a broad-based advisory body than a coherent joint task force focused on an objective (or several). There is no longer any air force representation, and the only admiral runs the political workshop (and spent the vast majority of his career in the army), and the replacement for rocketman Wei Fenghe is in charge of discipline. The officers serving on the previous MAC spent 10% of their collective careers on joint operations; this version has half as much experience playing well with others.

There is one new vice chair (ex-Eastern Theater Commander He Weidong, 65 yrs old) to accompany hold-over Zhang Youxia (72). Zhang and Xi Jinping have been very close for a very long time (their fathers were civil war buddies). General He replaces General Xu Qiliang, who is four months older than Zhang Youxia.

Incoming Joint Staff Department Director (Chief of Staff) Liu Zhenli (58) is the first senior officer born in the 1960s, and on a very rapidly rising trajectory. Like Zhang Youxia, General Liu served in the Sino-Viet conflict, but he has never worked in a joint operations role.

Continuity in politics with General Political Department Director Miao Hua and PLA Disciplinary Inspection Commission Secretary Zhang Shengmin retaining their loyalty-oriented roles. Equipment manager Li Shangfu, the final member of the MAC (and the first with space expertise), is expected to be named Defense Minister in the spring.

The old 31st Group Army (now 73rd) was based in Fujian when Xi Jinping was governor (1999-2002), and both He Weidong and Miao Hua were among its leadership.
 
This is not a sign of unity

BEIJING, Dec. 27 (Xinhua) -- A meeting of the Political Bureau of the Communist Party of China (CPC) Central Committee has stressed striving in unity to implement the major decisions and plans made at the 20th CPC National Congress.

Xi Jinping, general secretary of the CPC Central Committee, delivered an important speech when presiding over the meeting of criticism and self-criticism held from Monday to Tuesday.

The meeting was themed on fully implementing the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; developing a deep understanding of the decisive significance of establishing Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and establishing the guiding role of the thought; strengthening the consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership; staying confident in the path, theory, system and culture of socialism with Chinese characteristics; upholding Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and upholding the Party Central Committee's authority and its centralized, unified leadership, and uniting and leading Party officials in implementing with great effort and determination the major decisions and plans made at the 20th CPC National Congress
