These kids are 12 and under. The bus driver may or may not have atempted to explain to them the reason he couldn't take them anymore, and they may or may not have understood him correctly. Confusion may have led him to just say "This bus is for people that dont speak english! Now sit down!"
You can see in the official's response that they dont apologize for the policy and that they aren't changing anything. They simply apologize for stranding the kids at school.
I dont know what they are actually trying to achieve by this. Could be some safety issue, or saving gas, or time, or maybe the bus drivers have been complaining or who knows. All in all, no big deal.

EDIT: I work with a guy who speaks about as much english as I speak spanish, and thats next to nothing. I find it amusing. He will go on and on in spanish to me, laughing and joking, me not understanding a word of it, nor him to my replies. He said he doesn't care about learning english - he works in the US but lives in Mexico, expecting to retire there. Funny story - he got pulled over by the local cops a while ago, and they found out he had no driver's license, just a state ID card. Turns out he got that instead of a driver's license due to language problems. But everyone knows everyone here, and he'd been driving around here for seven years so they just laughed and told him to go get one the next day and let him drive home.
