The deportation initiative was finally enacted five years later after successful delays by the government and became active in October 2016. Enacting it modified the criminal law and military criminal law books.
The deportation initiative in the form enacted - there have been some referendums about that too since then... - entails a list of 56 crimes that lead to deportation. A smaller number - about half - actually had foreigners convicted of such crimes in 2014, listed below.
Some of these are pretty clear:- Murder (7 cases), intentional killing (44 cases), Endangering Life (52 cases)
- Serious Battery (115 cases), Assault (182 cases)
- Human trafficking (12 cases), supporting illegal border crossing (11 cases), immigration fraud (4 cases)
- Hostage taking (2 cases), Blackmail (34 cases), deprivation of liberty (75 cases)
- Professional Fraud (109 cases), Fencing stolen property (12 cases), embezzlement (16 cases) cybercrime (36 cases), credit card fraud (1 case), racketeering (3 cases),
- Serious Theft (1066 cases) - note: includes any minor cases, minimum sentence is 90 days prison.
- Robbery (375 cases) - note: includes any minor cases, minimum sentence is 180 days prison.
- Sexual Assault (60 cases); Rape using force (49 cases) or of incapacitated victims (15 cases), Forced Marriage (1 case)
- Serious Drug Crimes (971 cases)
The real felonies among these - murder, rape etc - are also covered by a constitutional change.
Some are a bit restricted though:- Breaking and Entering Theft (2113 cases) - note: only leads to deportation if damage is above 300 CHF and force was used to enter; SVP only wanted repeat offenders deported (302 cases)
- Illegal Abortion (2 cases) - note: abortion past 12th week
- Causing explosions (3 cases), Serious crimes through explosions (1 case) - note: no deportation in negligent cases; for serious crimes SVP only wanted repeat offenders deported (0 cases)
- Interrupting public transport (7 cases) - note: SVP didn't want this as part of the initiative, parliament added it.
- planning felonies (9 cases) - note: SVP didn't want this as part of the initiative, parliament added it.
- arson (32 cases) - note: SVP only wanted repeat offenders deported (17 cases)
- sex with minors under 16 (82 cases) - note: SVP only wanted repeat offenders deported (23 cases)
Crimes also on the list but without offenders (zero convictions of foreigners in 2014) are:
Being part of a criminal organization, Endangering public safety, financing terrorism, constructing explosives, causing explosions (without endangering others), child pornography, marooning, war crimes, serious human rights violations, genocide, pimping, manslaughter, assisting suicide, genital mutilation (of females), endangering others through radioactive matter and planning such, causing flooding or landslides, damaging dams, releasing genetically modified organisms into the wild, infecting others, poisoning wells, tax fraud.
Yes, Swiss criminal law is pretty funky.
The "only repeat offenders" also applied for a number of crimes in the first bloc above. This is a somewhat "pulling the wool over your eyes" thing though. The SVP tried to have the list changed in a number of places, but at the same time wanted a 10-year entry ban to apply to deported (instead of 5), wanted deportation orders through district attorneys (not through courts, ie. without having to prove a crime!), wanted courts not to be able to check or interfere with those deportation orders (!) and also wanted 18 additional crimes added to the list. Their referendum to pass this last year failed phenomenally though, especially in comparison to the original referendum.
The additional crimes the SVP wanted added, all except for the first one with "repeat offenders only":
Breaking and entering (without theft), simple battery, being part of a fistfight, sex with dependents (of various types), pornography showing human feces (not illegal since 2013), forging currency, calling for violence, violence against state employees (i.e. mostly defending yourself against police), violating bans (in Switzerland you can be banned from individual states), false accusation and false witness statements, moneylaundering, illegal entry (...are all deported anyway), simple possession of drugs, fraud in importing drugs.

There were about 30,000 people convicted for crimes last year in Switzerland. The above list (i.e. crimes committed by foreigners) amounts to about 40% of that, although half of that is just "illegal entry" and most of the rest is bog standard breaking and entering.
If we subtract illegal entry we end up at about 25% of all other crimes being committed by foreigners. The percentage share of foreigners among the Swiss population is - surprise, surprise - the exact same 25%.
As for "a lot", the above - sans illegal entry - amount to one criminal convicted per 347 people. In Germany the rate is three times higher at around one conviction per 110 people. This includes - in both cases - any convictions, including if you only got a fine of a few hundred bucks.

I think the answer to our question lies with the fact that most of these criminal-committing immigrants are "stateless". Actually, I think most of them aren't really stateless it's just that they've either tossed out their passports on the way over or are claiming to have come from a country (falsely) that more easily can/could be awarded refugee status. Why shit, they've even lied about their name and age! Anyway, that makes it more difficult to deport them to..... to where? I don't think the Australian Nullarbor is keen on taking any more of them. Even if they did, what would these people be called? 'POM's won't do any longer.
