First they didn't exist, then they did but weren't kept. Then they were kept but only on a local hard drive which spat the dummy. Then 10's, if not hundreds of other hard drives failed as well. Then there was no central archiving, then there was but it was cancelled because republicans forced budgetary restrictions. Then there was archiving but is was only for 6 months. Now, after the latest election it turns out the emails do exist, and were found easiy by an agency external to the IRS in a matter of weeks.
