I've always felt that you could use SimCity to teach... well, to teach a lot of things, but basic governmental economics is certainly one of them.

I could design a whole semester course around SimCity.

I took a course last semester where a couple semesters before that some kids handed in a final research paper on using SimCity to gauge people's appreciation for the Mayor and City Hall before and after playing the game for a mere 4 hours.

For my final class project (Geography, senior year in high school), I took over the class for two days and taught SimCity.
“He was the most prodigious personification of all human inferiorities. He was an utterly incapable, unadapted, irresponsible, psychopathic personality, full of empty, infantile fantasies, but cursed with the keen intuition of a rat or a guttersnipe. He represented the shadow, the inferior part of everybody’s personality, in an overwhelming degree, and this was another reason why they fell for him.”

I think Settlers of Catan is also a brilliant game. Teaches how to utilize resources properly, deal with others and still look out for #1

Indeed. Lots of start and wargames out there that are great teachers. The Civil War card game Blue vs. Gray has some of the best history and biography you'll ever find on its cards, for instance.

Actually in the late 90's, I remember people mentioning that Simcity2 was used in some university courses.

Currently addicted to this game. Board games are fun in person, but sometimes online play is just the way to play more efficiently.
