That's why i wanted to have a look at the billboard, it looks like one for congress party candidates. i cannot make out the script on other board so its hard to tell which state.

That is an export design shirt, I have a few myself but different designs. Most of these are exported to europe and america. Quality control rejects end up on the street as "scrap" along with "stock lot". You can clearly see that the shirt doesn't fit the guy. That is because the shirt is made according to the european body size. The rejects are sold for Rs 40-50 on the street and that is where this guy probably got it from.

If you want to know who designed the shirt then you will have to look for the brand label in the back. Then you will have to approach the garment company that made the shirt and trace the order quota back to where it came from.
