Not quite. The General Purpose Machine Gun is a belt fed, firing rifle cartridges machine gun which can be used as HMG (tripod mounted) or LMG (using bipod), that's why it is called GPMG. The intermediate cartridge firing machine guns are called in different way - LMG, SAW, LSW, automatic rifles etc.

The high rate of fire of the MG3 it isn't a good feature of the GPMG. In fact the MG3 it is not a good GMPG, yes, it works well as tripod mounted HMG with scope or vehicle mounted MG, but it is very poor LMG with bipod. That's why some nations use it in the first and second role, but switch to another weapons as LMGs.

In my opinion, the best GPMG is a Russian PKM. The AK assault rifle wasn't in fact, Mr. Kalashnikov brilliant design, but the PKM is, with any doubt. The only flaw of this weapon is it ammunition - Russian 7,62 mm x 54R cartridge. But, there are avaliable 7,62 mm x 51 NATO versions of the PKM. It works perfectly as LMG and HMG, and it is far lighter than FN MAG58/M240, MG3 or any modern GPMG.
