Ah, but there is also pre-pipeline projects. You know, the ones where you set down the broad design and outline how much it'll cost, and may even publicize "yeah, we might be doing that"... and then write on top "to be decided in 5 years whether we make this a project" and stuff it in some drawer in the desk.
Our government uses these to have projects where they can claim in answer to information requests from the parliament that "no such project ever existed".
Well I was going to say go through the JCIDS process and determine the Army Cost Position but I figured that was too insider to use!
As anyone knows about programs...step 1 is design and buy the coffee mugs. Step 2 is determine if the program is needed.

The additional layers of General (or is it Flag) officer billets... the associated staffs.... the CSMs.... the cars, flags, office space, seat on the Joint Chiefs of Staff, opportunity for the Military Industrial complex to wine and dine a whole new acquisition class, opportunities for congress to bring money to their districts........ hell, the vast horizons of new diversity and inclusion billets alone will cause some to want this separate branch to happen. All this before a single bit of hardware is purchased!

I'd imagine the incoming administration is already planning and will execute.

Pence Says U.S. Space Force Members Will Be Called 'Guardians'

The Trump administration celebrated the first birthday of the U.S. Space Force on Friday by announcing that its members will be known as "guardians."
Vice President Mike Pence made the announcement at a celebratory event tracing the development of the newest branch of the military over the past year.
"It is my honor, on behalf of the president of the United States, to announce that henceforth the men and women of the United States Space Force will be known as guardians," Pence said. "Soldiers, sailors, airmen, Marines and guardians will be defending our nation for generations to come."
President-elect Joe Biden has yet to reveal his plans for the Space Force in the next administration.

Hopefully when the new President comes in, Space force as a separate branch will go away. And it will become a Joint Command led by USAF like it should be
The U.S. Defense Department’s fiscal 2020 budget asks for $306 million to overhaul its space enterprise: standing up the headquarters of the Space Force, establishing U.S. Space Command and creating a Space Development Agency geared toward rapidly acquiring cutting-edge space technology.
Of those three organizations, it’s the Space Development Agency that is projected to be the most expensive effort, costing $149.8 million in new funding that cannot be transferred from other parts of the budget.
What are these guys going to be doing. Don't see too much in there
