I cannot vote in India since I became an citizen of USA and India do not allow dual citizenship but I do get the next best thing, PIO which allows people of Indian origin to own properties and pay taxes and carry business in India without any restriction on level of stay.

Why India prevents that? Wish we did as well, but oh well.

You do know the caste/religion/money/political dynamics vis-a-vis the Police in India, right? And yes, there are cases where complainants or witnesses have been shot dead. Unless the Police Forces are reformed with new laws, things would remain the way they are now. A guy in my Dad's office committed suicide when I was in (probably) Class VII. Out of curiosity I went and saw the body hanging. The Police officer who was there commented something like 'So, the MF died'. Raped women, get raped again in Police stations. They need to learn to be sensitive about the issues common people face. And this is not possible in India with people of the law favoring people of their own caste or religion.

TOI article you posted titled why a FIR isn't registered has an opposition politician from the BSP (of all people) suggesting the underlined bit as the reason (making politics), particularly the religion & caste part. I don't buy it.

We had a thread here earlier about a woman in Bengal who got burnt because she insisited on filing a FIR after she got raped. In that thread i suggested the police did not file an FIR because they would not be able to protect her. The cops recommended she leave town instead. She did not leave town, got the FIR registered and ended up dead.

Registering an FIR would mean the Police actually doing some work. Which Government office/branch employees have you seen really working without a bribe. They laze around all day, sit on files and get paid for doing almost nothing.

They do not have the resources to tackle these cases. The crooks know it and this is why law & order is in a dismal state in UP. Remember reading an article years ago stating that 60% of murder cases go unsolved in UP. That is a ridiculous number compared with other parts of the country. Bihar used to be like this in Lalu's days and then all of a sudden things changed with Nitish. There has to be a push from the top if things are to improve in UP. The political situation is a mess over there

As for govt offices working without a bribe i've interacted with utility companies, municipal corporations, passport office & the cops, the only people that wanted a consideration was the land registry office. This is what builders have to do as well if they want to expedite clearances otherwise they can wait in line like everybody else and follow procedure. Don't want to do that there is always the under the table route. It's not the first choice nor the default choice except in particular situations. Just wanted to point that out, or we end up with some big generalisation.

IIRC, for the first two rapes that occurred back in May/June, the perpertuators have been caught. For the third one, it was the constable and the 3 police officers and they have been apprehended. Don't know about the 4th one but the police is on the lookout.

I posted my Q to get the thread back on track thats all , as you say , a bit of sad mudslinging in the wrong place , everyone involved had their own points and to an outsider they all seemed relevant ,and still are to the "debaters " , just trying a tad of devils advocate was all ;)
