    The Indiana trailer park that was home to 9-year-old Aliahna Lemmon — whose dismembered body was found this week — is also home to an extraordinary number of registered sex offenders, police and court records show.

    An affidavit filed Tuesday by Allen County sheriff's investigators said Michael Len Plumadore, 39, of the Northway Woods trailer park in Fort Wayne, confessed to having killed and dismembered Aliahna on Friday. Her head, hands and feet were found in a freezer in Plumadore's home; the rest of her body was scattered elsewhere in the area.

    Plumadore was held without bail Tuesday pending formal charges.

    Plumadore lives in the same trailer park as Aliahna — who a relative said was partly blind and deaf — and her two younger sisters, and he often baby-sat for them. The girls had been staying with Plumadore for about a week because their mother was ill.

    The nature of Aliahna's death would meet the definition of a sex offense under Indiana Code 35, which includes the state's version of Megan's Law, a national template for registering and monitoring known sex offenders.

    Plumadore isn't on Allen County's registry — court records show only convictions for trespassing, assault and auto theft in Florida and North Carolina.

    But Northway Woods is one of an increasing number of isolated locations around the country that have become havens for registered sex offenders, who in most states must not live within a certain distance of places where children congregate, such as schools and churches.

    The Allen County sheriff's registry shows that 15 sex offenders live at Northway Woods, a small mobile home park with 54 lots, only about 25 of which are occupied. Among them are men with multiple felony convictions for sexual abuse of a minor and child molestation.

    In other words, three-fifths of the occupied units there house a registered sex offender. That's an extraordinary concentration in Indiana, which has only 137 registered sex offenders per 100,000 population — the third-lowest figure of all 50 states, according to data compiled by the National Center for Missing and Exploited Children.

    Seven other registered offenders live within 2 miles of the trailer park, the registry shows — meaning nearly 5 percent of all of the county's 537 registered sex offenders live within a short walk of one another.

    "You see it on TV all the time in other states, in other places, but this is in our own backyard," said Kathleen McKee, who lives in the Northway Woods park. "It's in our own home, and it's scary."

    "I feel for the family, because I have three children myself — two daughters and a son," McKee told NBC station WISE of Fort Wayne. "I can't imagine what that family is feeling, especially around Christmas time."

    Before he was arrested, Plumadore gave a brief interview Monday morning to WISE. The station hasn't aired the interview, which could be used as evidence in the case, but it reported that Plumadore said he was going in to take a polygraph test and that he, too, was eager to find Aliahna.

    If they're going to let them out of jail, they have to live somewhere.

    Yes, it is true. I had a guy on the local list living in a rental across the street from me. I made him very uncomfortable because when he walked his dog in the little park I would go over and sit at the picnic tables. When he mowed his lawn I was watching him while mowing mine. Yes, I am an asshole. But I also have 2 kids in the age bracket that he molested. I believe he had to move because of the park and a church school nearby.

    Personally I believe a company could make a lot of money housing these types of people. When they leave prison they have to report to a parole officer or councelor and they have to have a job. They stay in a hotel setting like the commercial prisons and are free to come and go but pay rent and utilities. AWAY FROM EVERYONE ELSE.

    Let them live in the middle of the largest desert in the US. Nobody wants to go there anyway. Atleast society's children would be safer. And hey, if we ever had to firebomb it and get rid of all of them at once atleast the fire cannot spread. There's no provision in the Bill of Rights thats states they have the right to live among us or in open society.

    Make checkpoints and pay guards to shoot first if they attempt to leave their enclave. Atleast we will know where they are.

    And there are different types of sex crimes, a 15 year old who sends pics of a fellow 15 year old to another 15 year old can be charged with a sex crime and have a ruined life. Is a 21yo who sleeps with a 17yo the same type of villain as a 17yo who sleeps with a 13yo? can that 21yo purge themselves of guilt by marrying the 17yo? How about the group that does sister wives, do they deserve to be on a registry with people with engaged in forcible rape? Is a prostitute or a john a sex offender? What if the woman claims rape but both parties were drunk...?

    Simply saying get a rope might put a lot of otherwise good people to death. Its a complex issue and will require complex solutions.

    Bottom line is classifying them all under the moniker "Sex Offender" is the wrong thing to do.

    There should be a "Class 1", Class 2" ....etc. ratings. for sex offenders.

    Obviously a 21 year old guy having sex with his 17 year girlfriend should not be rated the same as some scumbag molesting a preteen.

    The problem is State A and State B let alone the other 48 and the federal government don't use a uniform standard. In some states taking a leak against a building gets you an indecent exposure charge the same as a flasher and thus a label as a sex criminal when all it was nature calling.

    I agree, public urination is a trivial crime, fit for a ticket and perhaps a fine. Perhaps it demonstrates poor planning, intoxication, or just poor judgement - it isn't a sex crime, it is disorderly conduct. I wouldn't be afraid of a neighbor with that on his record. It is a miscarrige of justice to apply the same label to a public urinator and a child molestor. Of course going somewhere and diliberately urinating in front of children would be another story.

    Calling an 18 yr old with a 17yr old girlfriend a rapist is pretty far out too - there is an age where young women are capable of consentual sex, it does vary quite a bit individually, and it doesn't often correspond with legally coming of age in our society.

    IMO. These laws need to be consistant and the title sex offender needs to single out real threats, and not be a way to use the laws against innocent people. It appears to me that someone with a good lawyer is unlikely to get the title for trivial offenses, but someone who has no sigificant finiancial resources or has pissed off someone with more power they they have is far more likely to get the sex offendor title. There are plenty of real criminals, we don't need to persecute normal people (like the 18yr old with the 17yr old GF).

    It amounts to using common sense - the lack of which is not an option when it comes to prosecuters and judges.
