It could be a light reflection in the lens, but that is as skeptical as I get. If you didn't notice it with the naked eye when you took the shot, that is most likely it.
Otherwise, your photo does make me homesick.. I sure miss Bragg.
Take a look at this pic folks. There was a tornado warning here in Fayettville NC this evening and I stepped outside to look at the sky. I took a random snap of the sky using my Blackberry and when I looked at the pic about an hour later I noticed something a bit strange!!!
Unfortunately in the low light conditions my BB seems to have taken a very low res pic instead of the 2 Meg monstors it usually takes. But im sure everyone can see what I am referring too.
I actually think its just a freak break in the darker cloud in front allowing the much brighter cloud behind to be seen through it. Needless to say though my first reaction was WTF!!!!

probably some sort of lens effect, the "cloud dragon" in your pic is way cooler...

The street light have that extra glow and seem to throw out diffused light which you won't see with the naked eye. Same on the lights of the aircraft flying over, the lights are showing brighter than usual due to the slow frame exposure.
That looks like a Colonial Viper on afterburners.
