    Well, I had a close call on Friday, which kind of made me wonder about value of life, my beliefs,ideas and so on. It didn't made me quit smoking though...
    So to cut to the chase I will proceed with the story.

    On Friday,23rd 2011, approximately around 1:30 pm, a pack of 12 to 14 stray dogs, stormed the building block where I live. They caught the stray cat, not far away from my window and started ripping it apart. I've rushed outside with a huge stick and was on site in about 7 seconds. As I was running toward the dog frenzy arena, I could hear my neighbor screaming and crying hysterically, a woman whom is the cancer survivor and whom was taking care of that cat, dogs barking, cat screaming, other neighbors swearing and yelling. The bloodbath was unspeakable, two dogs holding firmly the cat's head,two dogs lower part of the body and one biting the back, shaking and pulling in opposite direction. Others were running wild around them in circles, barking like crazy. Rage engulfed me, I've increased the paste and jumped into the frenzy circle, swearing as louder as I could and smacked the pair that was holding the cat's head while I was still in the air. The ground was soft so upon landing I've lost the balance and fell on the ground, dislocating the right shoulder. Dogs ran away, I saw the granite brick, took it with my left hand and started running toward the dogs. They were faster and ran toward the garage block so I continued my pursuit there only to notice a police tape and two police officers standing there. The range between them and me was about 70 meters of open space, since our building block is on a plane with the garage blocks kind of dug into the hill. I was looking for dogs for about 2 seconds, still holding the brick in my hand,but they were long gone so I turned around. As I was turning my head around I saw that they saw me and started moving towards me, with their hands on their side arms. I rushed toward the place of the cat's massacre and found it there, all mangled up with multiple spine fracture,dislocated jaw and panting. My neighbor was weeping from the terrace and her husband was near the cat body, swearing. I've returned home and as I was entering my apartment, I heard the detective trough the window asking my neighbor who am I and my neighbor explained him what has happen. The cat died 3 minutes after that and was buried the same day, next to the another cat that was mauled by the same pack a month ago. In the news, I've heard what has happen at the garages and why the police was there. A guy drove his car for the repair, since some garages are turned into repair shops and as the mechanic opened the engine cover, he found 1.5 kg explosive device wired to the engine block. The two police officers were securing the site and while they were securing the site, the SWAT unit and the bomb squad were there too since the guy whom had the bomb in his car, had also a fat criminal record.

    This latest horror happens all the time here, since the stray dog population is huge, so I would like to know from you wabbist, how did your countries solved (if they solved at all) the stray animal problem and when. Any links or info are very welcomed since I am writing a report about stray dog problem here and the corruption in the animal welfare NGO's. As a cat lover I am in a mood for some serious a$$ kicking now.

    Weapon control is draconian, it is almost impossible to own a fire arm or any type of arms in the cities legally. Discharging the fire arm is 3 years in jail and owning the gun illegally I think 2 years. Than add up killing an animal which is from 6 months to 3 years with the fine of 230 euros.The animal protection act is strict, you can't touch the dogs at all unless they bite you.And even if they bite you and you defend yourself, if you kill the dog or dogs, you are still subjected to prosecution, if the court concludes that you used the excessive force. Meaning, unless you have the wounds that indicate the possibility of critical injury. As far as situations like this, you don't have the right to interfere, what animals do to each other is not regulated by law as well as what animal does to you, only what you do to an animal. Complete liberal bonanza,with humane bloodbath. Most of our NGO's are attached to foreign NGO's like PETA,RSPCA and others.

    I am writing my report to the mothership. How did the UK solved the stray problem?

    That is why I am obsessed with designing the silent weapons and stealthy kills, like that crossbow design I've posted two years ago, if memory serves me well. I've made more designs since than..heheh, they are all on sale.

    What about shooting sports?

    Our current president,may he finds eternal peace and forgivness as soon as possible used to sterilize them en masse when he was mayor of Bucharest.Killing was ''inhumane''.Even Brigitte Bardot came as a whirlwind to protest the ''genocide''.
    How the hell is inhumane to kill stray dogs is beyond me.

    Oh the BB is very active here too, she is the one to be blamed the most for the situation, demanding the no kill shelters that cost around 40 million Euros per month, just for the dogs. Sterilization doesn't help, they still can and do bite.

    Yeah, 15.000 dogs times 120 euros each that is 1.800.000 just for food and medical care (the basic one). Add up the heating,electricity,water,phone bills,internet, than building the facilities...it just goes up and up.

    I cant stand stray dogs. S. E.Asia is the worst place I have been as far as stray dogs go. I think they should be rounded up and let loose in one of the many mine fields or other places UXO can be found. Get rid of the mongrels, get rid of mines cheaply.

    Versus, since we have too much similarities in laws and in how people behave, I'll tell you how the people over here "fix" the stray animals in general.

    One day you wake up and you realize that for whatever reason those dogs, cats... are dangerous to you or your family.
    In very near future (the same day is the best) you go to the nearest agricultural pharmacy to buy a poison (without smell o/c)
    You buy a lot of bones, meat and other food dogs, cats like.
    Poison them.
    Spread the food around in the bushes and other catchy places out of kids reach (if you have that much of a conscious)
    Wait for a week.
    All of a sudden it's on all the TVs they report some lunatic is poisoning the animals in your hood. You shrug with your head.
    Wait another week and the problem is solved.

    For the same price you receive a bonus: all those who keep dogs at home put masks on their pets.

    I did not have a problem with stray dogs growing up, even fed them the school lunch my mama used to packed.
    the old lady's mini-dogs were often more aggressive than the stray ones.

    There's a sociological factor here too. In my neighborhood, strays are immediately captured by concerned citizens who assume a pet is lost. It is either returned to the owner, or turned over to the local animal shelter, where it is spayed/neutered. In other words, if people stay on top of the problem, the strays don't breed and the numbers are very low.

    There is also massive pressure form a number of directions to spay pets. And I agree with the notion unless you specifically plan to breed them.

    I had a male and female Brittany pair, both much loved pets. We decided to breed them. The female bore 9 puppies, all lived and thrived. I posted an ad for the puppies where I work, and some nitwit defaced my ad with "PUPPY MILL!" and other such crap. I found good homes for the puppies... two of them went to a soldier who was returning from Iraq who loved the breed.

    After the one litter, I had my pets "fixed."

    I just went trough the Serbian animal protection act. Category "stray animal" does not exist. My friend, whom is a lawyer said that he will look into it but from what I saw and told him, he said that there is a good chance that the law will be brought down by the constitutional court, the highest court here. Since it doesn't incorporate the stray animal category, which makes it discriminatory and discrimination is prohibited by the constitution.
