Is it not a failure of law not to impose a restraining order on the man to not come into contact with the victim or her family much less talk to them? I'm not sure about the laws concerning sex offenders in Australia, but reading the paper I always assumed there was a law that prevented them from living or working within a certain distance from schools and such and don't see why a distance restriction was not imposed in this case.
