I'm not so sure about the fly overs but I can tell you the game of cat and mouse at sea has been going on for a long long time. USN ships have passed very closely to Russian Carriers (When they still had a Navy) and battlegroups.

True!!............but there is a difference between flying over a naval battle group that "CAN" provoke war, than doing it over your own!!
But answer my question..........,"Has the U.S. ever flown over a Russian Naval force, or its' nation recently?"

Ever? Most definitely, the Russians use to deploy a small task force to Cuba occasionally, and we would overfly them regularly. I am sure there were other instances as well.

Recently? I don't know, I don't think the Russians put major Naval forces to sea anymore in regions where the US might be tempted to fly over, but I could be wrong.

When I was in the Navy, I remember being overflown by Badgers, Bears, and an IL-38 Mays when we were operating near Norway.
