Pakistan plans bigger showcase for IDEAS2004 in Sept
ABU DHABI - Pakistan will present a much bigger geo-strategic and defence showcase at the third International Defence Exhibition and Seminar (IDEAS) being held in Karachi from September 13 -18. The International Defence Seminar on'The changing Global Security Environment', and the formal opening ceremony of the exhibition scheduled on September 13, 2004, will be followed by the four-day exhibition, said Syed Qaiser Hussain, Pakistan's Ambassador to the UAE. He said that delegates from over 50 countries are expected to participate in the seminar, while some of the major international participants at the exhibition include companies from Austria, Belgium, China, France, Germany, Greece, Italy, Malaysia, Romania, Russia, Sweden, Thailand, The Netherlands, Turkey, UAE, UK, Ukraine and USA. 'The products ranging from light firearms, UAVs, rockets and missiles, electronics and optical equipment, rocket launchers to heavy machinery, APCs & tanks as well as fighter and trainer air crafts will be on display this time exclusively at a much larger space. The defence manufacturers and decision-makers to be an important meeting place for addressing the core global issues keeping in view the recent developments in the region acknowledge IDEAS2004. Pakistan points tanks at global arms market
Source: Reuters By Amir Zia KARACHI, Sept 8 (Reuters) - Pakistan, striving to make a niche for itself in the global arms market, is touting locally-built tanks and other weapons during a defence exhibition that opens here next week, a top army official said. "Our big-ticket items, which would take our sales up by maybe a couple of hundred million dollars or more, are just coming on line," Major General Syed Ali Hamid, director general of the Defence Export Promotion Organisation, told Reuters on Wednesday. He said the indigenously-manufactured Al-Khalid tank, which has been inducted in the Pakistan army this year, is the prime product for sale at the "IDEAS 2004" arms exhibition opening in Karachi next Tuesday. Within the next two years, JF-17 Thunder fighter aircraft, jointly produced by Pakistan and China, will hit the market, Hamid said. Pakistan's defence industry is also working on a plan to produce unmanned surveillance aircraft. Already exporting around $100 million worth of weapons and ammunition annually to Africa, the Middle East and South Asian neighbours, Pakistan hopes to increase its sales to $500 million within five years to take a modest one percent of the global arms market. Hamid said Pakistan was not just offering defence products for sale, but also services to maintain and upgrade weapons. "For example a missile system which may cost something $5.0 to $7.0 million can be updated for one-tenth of that price and it could be given a new life of eight to 10 years." The site is ideally located at the centre of the city, at Civic Centre-Hassan Square junction and is designed to meet all conceivable customer requirements. World renowned firms to participate in IDEAS 2004
M RAFIQ GORAYA ISLAMABAD : Leading American, European, and Chinese arms manufacturing companies are set to participate in Pakistan's third exhibition of weapons to be held at Karachi Expo Centre from September 14 to 17, well placed sources of the Defence Export Promotion Organisation (DEPO) told Business Recorder here on Sunday. The sources that the forum of 'IDEAS' is gaining recognition among the international weapon manufacturing companies as more than two dozen of them including the world famous Lockheed Martin, General Dynamics, Volvo, Norinco and Fiar will exhibit their products at 2004 show. The government of Pakistan initiated the 'IDEAS' in year 2000 with a slogan "Arms for Peace" to diversify its exports and earn much needed foreign exchange as its traditional exports were not picking up and the country was facing acute imbalance of trade. The defence experts are of the view that Pakistan has attained a greater degree of maturity in the manufacturing of light and heavy-grade weaponry. At present, Pakistan is exporting medium-grade weapons like assault rifles, hand grenades of different degrees, mortar bombs and spare parts of Heckler and Koch's mp582 to various European, African and Middle East countries. According to Pakistan Ordnance Factories sources, the export of light-grade weaponry to United Kingdom has attained new heights. These sources however maintained complete privacy about the figures, but said that major export to European and American markets remained light grade weaponry and mortar bombs. They said that two other facilities, Pakistan Aeronautical Complex at Kamra and Heavy Industries Taxila, have stuck agreements with different middle eastern countries for the export of Pakistan's main battle tank (MBT) Al-Khalid, armoured personnel carrier (APC) m113 and its variants, trainer aircraft Mushak and heavy-grade artillery ammunition. Pakistan has also indigenously developed 'Night Vision Devices' for its armoured fleet and is set to export this sophisticated item to friendly countries because of its cost effectiveness. The sources said that Pakistan has recently initiated serial production of airborne radar 'Griffo' for the up-gradation of PAF's mainstay Mirages. Pakistan's collaboration in avionics technology with Italy, Sweden and France has crossed third decade. The forum of IDEAS provides the exhibitors opportunities to engage into bilateral and multilateral agreements for the joint manufacturing of new weapon systems. Pakistan has also forged greater degree of collaboration with the People's Republic of China from where it has successfully managed to initiate serial production of MBT Al-Khalid and Al-Zarara. It is worth mentioning here that for the protection of the tanks, Pakistan has domestically invented ERA plates. These plates destroy the anti-tank missiles. Likewise, Pakistan has improvised the Chinese anti-tank weapon system 'Green Arrow' with its indigenous designation "Baktar Shikan". In air force, Pakistan and China have managed to initiate jet-trainers 'K-8' and multirole jets 'JF-17'. In navy, Pakistan has managed to absorb the Augosta Submarine systems and at present the AWC is working on a programme to evolve Pakistan's long-range missiles from submarines. Famous defence publications like Janes and Military Technology are giving extensive coverage to the development of different defence systems in Pakistan. Pakistan Army has gone few steps ahead in forging meaningful collaboration with Land Rover of the United Kingdom for soft land vehicles, which at later stages will be assembled in Pakistan. So far, Pakistan has been effectively participating in various international defence shows like DSEI (Defence Systems Equipment International) and Farnbrough, UK and Abu Dhabi's IDEX. The Idea behind IDEAS
by Ikram Sehgal (Friday 10 September 2004) "...IDEAS is now an effective instrument of purpose to display Pakistan’s military wares and give foreign manufacturers interested in the Pakistan defence market an opportunity to show off their products." International Defence Exhibition and Seminar (IDEAS) 2004 is being held in Karachi from Sep 14 to Sep 18, 2004 , the inauguration of the Exhibition is preceded by a Seminar on Sep 13, “The Changing Global Security Environment”. IDEAS 2004 is the third in a series which began with IDEAS 2000, IDEAS is an idea that has been 30 to 40 years overdue for implementation in Pakistan. Including para-military forces, those serving in uniform in Pakistan easily exceed three-quarters of a million (750,000) in number, the minimum strength required to contain the threat on one of our borders. We now have two active borders. From small arms to long range artillery, various types of ground transportation, tanks and armoured personnel carriers, light aircraft to state-of-the-art fighter aircraft, fast patrol boats to submarines, computers to radars, etc most items have to be imported to equip our Armed Forces. Material requirements include such basic stuff as boots, uniforms, tents, camouflage nets, etc etc, fortunately almost all manufactured locally. A huge defence budget is thus necessary for constant purchase and supply of arms, equipment, etc, most of it in scarce foreign exchange. At the time of independence all Ordnance Factories were inherited by India, we had none. There was no investment of private sector in any defence industry. For many years everything was produced from abroad, it was quite some time before we started to manufacture our light arms and ammunition indigenously. By the late 70s early 80s, we made good progress in manufacture of both small arms, heavy weapons, ammunitions, bombs for aircraft, etc but precious foreign exchange had still to be diverted to the defence sector. Our defence planners took some steps over the years to manufacture items indigenously to ease the pressure on our foreign exchange reserves. Take the example of the basic infantry weapon. If we were to purchase an automatic rifle from abroad for US $ 300, that is money in foreign exchange going to a foreign manufacturer. However when the rifle is made in Pakistan Ordnance Factories (POF), Wah, except for a small percentage of raw material in import (and costs thereof) the balance manufacture and labour costs is in Pakistani currency. The material being bought from a local vendor and the labour cost being given to a local worker, money is cycled into the economy and re-cycled thereafter into the economic cycle. Even with state-of-the-art advancement in weaponry, it is always necessary to purchase from abroad, we missed the boat on switching over from caliber 7.62 mm to 5.56 mm in 1988-89 because of vested interest. If the numbers are adequate and given the size of our Armed Forces they will always be adequate, there must be an arrangement with the original manufacturer to “Buy Back” part of what is manufacturer locally. This Buy-Back will ensure (1) that the increased numbers result in economy of scale and (2) the foreign manufactures is inherently associated with maintaining quality and (3) foreign exchange earning because of the export sale. Obviously this “Buy-Back” will be of great benefit to the local manufacturer, in the developed world almost all are in the private sector. Given the range of arms, ammunition, equipment required, a careful coordination would have ensured many years ago that our defence manufacturing industry would not only save precious foreign and earn foreign exchange in exports but the added manufacturing would make it a force multiplier to the economy. We pay a lot of lip-service to "TRANSFER OF TECHNOLOGY" but in actual practice we do not give any protection to our industries by insisting upon this, given in some cases this may not be possible. One has to look at our import bills for spares to understand what a vast amount of foreign exchange is lost in this manner. Pakistan could easily contract for OFF-SET purchases. The machinery and equipment that we import could easily be replaced by workshops making that machinery and equipment (and their spares) in Pakistan. We have a number of factories quite capable of doing the needful but their present machinery has to be upgraded and consolidated to be effective. The availability of skilled manpower needs no elucidation. By insisting for OFFSET purchases as in BUY-BACK, we will ensure not only balancing the foreign exchange bill but also manufacturing quality products, our erstwhile suppliers will hardly be happy to be re-imbursed with shoddy goods. It then becomes their vested interest to ensure quality manufacture from the machinery and equipment supplied by him, for the product (and spares thereof) of their design. Take the working example of a 5-ton truck for the Pakistan army. Pakistan could perhaps negotiate with a major vehicle manufacturer for manufacture on a deletion program of its 7-10 years requirements in Pakistan on the many existing assembly lines available, but the potential partner must re-purchase 20-30% of the trucks from us. This would ensure TRANSFER OF TECHNOLOGY, quality, genuine OFFSET and a phased “deletion program” where we can utilise the Pakistan Machine Tool Factory for axles and transmissions, Bela Engineering for the engines, General Tyres for the tyres, etc, making it quite clear to the VENDORS that no product less than the desired quality would be acceptable. We have quite a developing vendor industry. This is exactly how Spain has attracted an enormous investment over the past year or so. The biggest imports into Pakistan are in the defence and aviation fields. Whereas it would be almost impossible to really duplicate "state of the art" weapons systems, we have fairly advanced infra-structure capable of producing precision products. Precision Engineering Limited, a subsidiary of PIA, is producing spares on an OFF-SET program for the Boeing 737 purchased by PIA. POF, Wah is acknowledged as world class in its range of products. Indonesia has built up a sizable industry on this pattern and is now going into exports of the related products on an impressive scale. e.g. aviation industry. We must also mix “Offset” and “Buy-Back” with “BARTER” Countertrade and Counter-purchase. The F-16/tomatoes swap is a singular example of economic independence, wherein Turkey, with access to Foreign Military Sales (FMS) credits from USA, elected to close the gap between its cash resources and the purchase price by paying for the F-16s from General Dynamics, USA in the form of its own produce rather than contract more loans and credits. However, if one thinks that General Dynamics (the makers of F-16s) ended up with more tomatoes than they needed, think again, in all probability they pre-sold those tomatoes to another company. If he could (or would) do the above, what all can the dedicated planner in Pakistan achieve? To start with (1) “zero balancing of foreign exchange”, (2) boosting of exports (3) provision of direct work for our manpower by in-country manufacture (4) by a “deletion program” helping the emergence of ancillary industries (5) more utilisation of labour and lastly (6) the production of quality products through enforced TRANSFER OF TECHNOLOGY where the supplier has to perforce re-export part of the production in OFFSET purchase. To support and coordinate the need for a wide-based industry to fulfill our defence needs, one must give credit to Gen Pervez Musharraf for taking two fundamental steps viz (1) force-feeding the launch of the IDEAS in 2000 under very adverse circumstances in order not only to give a fillip to our local industry but to foreign exhibitors to reach a large part of their target audience at fairly economical cost as compared to individual company trips and (2) creating the “Defence Export Production Organization” (DEPO) as a coordinating authority for sales on Barter, Buy-Back, Offset, Counter-purchase and Countertrade. DEPO started as a cell in Joint Services HQ headed by Maj Gen Ali Hamid, and is now a full-fledged organization (with Ali Hamid continuing as Director General), IDEAS is now an effective instrument of purpose to display Pakistan’s military wares and give foreign manufacturers interested in the Pakistan defence market an opportunity to show off their products. DEPO thus fulfills a great credibility gap in Pakistan’s defence planning requirements, IDEAS 2004 is a means to that end. |

Pakistan looking for defence export joint ventures, Musharraf opens Ideas-2004
KARACHI (September 14 2004): President General Pervez Musharraf said on Monday that Pakistan was looking for the defence export joint ventures and collaboration with the foreign countries. He said this while inaugurating defence exhibition 'Ideas-2004', at Karachi Expo Centre. He said that holding of defence exhibition reflects the government's efforts to energise commercial and economic activities in the country through export of defence products. Musharraf said robust defence manufacturing industry helps in reducing foreign dependence. The President said Pakistan has no offensive designs against any country and only wants to safeguard its honour and integrity. General Musharraf said maintaining of conventional and non-conventional weapons are guarantee for peace in the region and added that our arms are for peace. He said sanctions against Pakistan had negative as well as positive effects. It helped us in indigenous weapons production and gave courage to maintain a credible deterrence, and in moving towards self-reliance. Musharraf said since the holding of Ideas-2000, we have demonstrated progress in our defence industry and set up Defence Export Promotion Organisation (Depo) which has acted as a showcase of our defence capabilities. The President observed that since year 2000, when the first IDEAS exhibition was held, the number of participants has swelled. This speaks for itself for the interest world is taking in Pakistan. Musharraf also praised the organisers for holding a successful event and a seminar on Monday morning. He announced that Pakistan shares the international interest and the vision of theme of Ideas-2004 is 'Arms for Peace'. He was of the view that this theme applies particularly to Pakistan. The President spoke highly about very successful collaboration with China and France in defence equipment production. He pointed out that Pakistan collaborated very successfully with close friend China for the production of Al-Khalid tanks, which are one of the top machines in the world with many qualities. The President also spoke of modernisation of Al-Zarar tank of 1960s with minimum cost and described it as a great achievement of Pakistan. The President and COAS said Pakistan army would be equipped with Al-Khalid and Al-Zarar tanks, which are second to none. About Pakistan Air Force, he said the Karakoram series of trainer aircraft have been produced and now we are going for the Thunder aircraft. As far as Pakistan Navy is concerned, the President said that we are looking forward to F22P frigate. He also spoke of the collaboration with France for the manufacture of Agosta 19-B submarine. Our arms are for peace: President Inaugurates IDEAS-2004 Defence Exhibition KARACHI: President Gen Pervez Musharraf said on Monday that Pakistan has no offensive designs against any country and only wanted to safeguard its honour and integrity. Addressing the inauguration ceremony of the IDEAS-2004 Defence Exhibition here at Karachi Expo Centre, the president said maintaining of conventional and non-conventional weapons are guarantee for peace in the region and added that "our arms are for peace". He said a replica of the IDEAS reflects the government efforts to energise commercial and economic activities in the country through export of defence products. He said a robust defence manufacturing industry helps in reducing foreign dependence. "We are now looking for the defence export joint venture and collaboration with the foreign countries". The president said sanctions against Pakistan had negative as well as positive effects. "It helped us in our indigenisation of weapons production and courage of the nation to maintain a credible deterrence and movement towards self-reliance." Gen Musharraf said: "Since the holding of the first IDEAS-2000, we have demonstrated progress in our defence industry and set up Defence Export Promotion Organisation (Depo), which has acted as a showcase of our defence capabilities." The president spoke highly about very successful collaboration with China and France in defence equipment production. Meanwhile, talking to four-member Chinese delegation led by Hu Ya Feng, Deputy Secretary General CASTIND Monday at Governor House in Karachi, Musharraf lauded the participation of China in the defence exhibition and hoped this would be another milestone in bilateral relations. The Chinese delegation told the president they appreciated "excellent" arrangements made for IDEAS 2004, and hospitality and close cooperation by organizers and the government. Separately, Musharraf conferred Nishan-e-Imtiaz Military on Chief of Royal Malaysian Navy Admiral Dato Sri Mohammad Anwar bin Hi Mohammad Nor at a ceremony Monday in Karachi in recognition of his outstanding services to enhance close coordination and interaction between Navies of both the countries. Earlier the visiting dignitary accompanied by Chief of Naval Staff Admiral Shahid Karimullah called on President Musharraf and exchanged views on furtherance of cooperation between the two brotherly countries. |

Thanks for posting this vision. The Ideas expo is one of the highlights for the Pakistan Defence industry and a great way to generate new revenue and get contracts!
