Pakistan not serious about Kashmir solution: Narayanan, India ready to talk to militants

NEW DELHI: India said on Sunday that it was considering entering into dialogue with militant commanders, including United Jihad Council Chairman Syed Salahuddin, to resolve the Kashmir issue.

National Security Advisor MK Narayanan was speaking during an interview with a private Indian television channel.

He explained the move by saying that Pakistan had not shown itself to be serious about finding a solution to Kashmir and that New Delhi found Islamabad’s proposals “confusing”. “Pakistani suggestions will not lead us forward.”

Narayanan said that rendering the Line of Control a permanent border was feasible provided there was political will. He said a “give and take” principle could be invoked if Pakistan was serious about resolving the issue of the disputed territory.

His comments mark a departure from the traditional Indian position that considers the entire state of Jammu and Kashmir, as well as Pakistani-held Kashmir, an integral part of India. The national security advisor accused Pakistan of breeding a new form of terror aimed at fanning communal tensions within India. He cited the Varanasi and Bangalore attacks as evidence of this.

He admitted, however, that certain Indian nationals were also participating in the jihadi movement.

“There is a very distinct attempt to alter the mix, if I may say so. We do find, here and there, individuals who are Indians who are getting involved in these offences.”

He revealed that LK Advani and his colleagues in the Rashtriya Swayamsewak Sangh (RSS) featured on terror hit lists.

While he admitted that Bangkok or West Asia were sometimes used by terrorists as gateways into India, Narayanan claimed that the majority of terrorists had Pakistani connections. On the US-Indo nuclear deal, he said that the Bush administration was confident it would be approved by the US Congress.

“Nicholas Burns spoke to the foreign secretary and he admitted that it is a difficult task, but we are making good progress.”

Narayanan added that India was optimistic about the deal. “I think that it is good for the country and good for the world at large. And despite the fact that there are a large number of doubters all over, we have got a good deal.”

He stressed that the nuclear deal would not curb India’s nuclear capability, adding that India would not consider any amendments to the agreement.

On the issue of the rise of fundamentalism in Bangladesh, he said that India was concerned about recent developments and that Prime Minister Manmohan Singh would raise the issue of terrorism with Bangladeshi Prime Minister Begum Khaleda Zia.

That is an interesting departure of wanting the LOC to be the international boundary.

Though that is not palatable, yet it seems to be the only answer since none will give an inch of what they hold! Be it thorough talks or otherwise and wars only puts both nations a decade backward.

Maybe once this silly issue is solved, we can go ahead and build our nations without having to look over our shoulders for a new type of mischief!
