      The terrorist attack in Pulwama occurred at a very crucial time when elections are approaching in India.

      This attack is now bound to have its impact on the way people are going to vote.

      At first sight, it appears that the terrorist attack has aroused nationalist feelings in large parts of the country which might benefit the ruling National Democratic Alliance.

      But it is also a double edged sword in the sense that the Bharatiya Janata Party-led NDA government would have to come up with a solid response to this attack.

      If the government fails to do that in a convincing manner, it will affect its credibility.
      This is why i think Christine is wrong in her assertion that this attack helps the BJP. On the contrary it puts them on the spot.

      Given the expectations this govt has created you would think they cannot get away like Congress & NCP did after 26-11. Both were re-elected.

      However, Pakistan may not be completely isolated as it has its sympathisers in the Muslim world.

      Many of these countries support Pakistan, unmindful of what it does taking it as a co-religionist.
      Funny, how those same co-religionists also turn a blind eye to what Pakistan is doing in Afghanistan.

      There is no peace for India with Pakistan as it exists today.

      Kashmir is just a smokescreen for the larger Pakistani agenda to harm India.

      Its main policy is to bleed India through a thousand cuts.

      If this is so, then what is India's Pakistan policy?

      Do we have a policy for Pakistan at all?

      Border firings or surgical strikes cannot be an answer to Pakistan's incessant flow of terrorists to India.
      There isn't a policy.

      The Indian government so far has not been able to act decisively against Pakistan because of the nuclear parity achieved by that country.

      If Pakistan wants to bleed India through a thousand cuts, then shouldn't India also try to cut it in a few pieces? This will take care of its nuclear parity to a great extent.

      The creation of Bangladesh in 1971 changed the dynamics of the India-Pakistan relationship.

      Only a similar development can once again change the status quo in the India Pakistan relationship.

      This would dent Pakistani nuclear parity with India to a great extent and make its policy of strategic depth in Afghanistan less desirable.
      I don't understand the bolded bit. Why does cutting them into pieces reduce their nuclear parity ?

      It's just asserted, he doesn't explain further in an otherwise decent article.

      If they're going to be cut into more pieces i've always assumed they would be disarmed as well.

      You cannot cut them into pieces otherwise, their nukes are there to deter against precisely that.

      Instigating insurgencies there won't affect nuclear parity either.

          That's where you will find the list.

          Let's start with Jem that got listed in Oct 17 2001

          What had they done to date ?

          1999 December 31 – Maulana Masood Azhar and two other terrorists, are flown to Kandhar, Afghanistan and released in exchange for the hijacked IC 814 and its passengers.

          2000 January 31 – The organisation is launched in Karachi by Maulana Masood Azhar

          2000 April 19 – A Jaish terrorist perpetrates the State’s first human bomb attack outside the Army headquarters in Srinagar. There were, however, no casualties except for the human bomb.

          2001 June 5 - 11 JeM terrorists, killed in separate operations in Poonch.

          2001 August 26 – Qutub Din, an Afghan termed as a top 'commander' of the organisation, killed along with two bodyguards at Khangar Hills, Poonch.

          2001 October 1 – Four terrorists, later identified as Pakistani JeM mercenaries, attack the J&K Legislature Complex in Srinagar. 10 SF personnel and the four mercenaries among 32 killed in the attack. While the JeM claimed responsibility for the attack on the same day, it withdrew the claim two days later.
          They hit the Srinagar parliament. Delhi parliament comes in Dec of 2001 but already they get listed.

          Why ?

          Reason for listing:
          Jaish-i-Mohammed was listed on 17 October 2001 pursuant to paragraph 8(c) of resolution 1333 (2000) as being associated with Al-Qaida, Usama bin Laden or the Taliban for “participating in the financing, planning, facilitating, preparing or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf or in support of”, “supplying, selling or transferring arms and related materiel to” or “otherwise supporting acts or activities of” Al-Qaida (QDe.004), Usama bin Laden and the Taliban.

          JiM has had close ties with both Al-Qaida (QDe.004), and the Taliban. Usama bin Laden is believed to have provided funds to JiM.

          In anticipation of asset seizures by the Pakistani Government, JiM has withdrawn funds from bank accounts and invested in businesses such as commodity trading, real estate and the production of consumer goods. JiM members have also set up two organizations registered in Pakistan as humanitarian aid agencies: Al-Akhtar Trust International (QDe.121) and Alkhair Trust. JiM hoped to give the impression that the two new organizations were separate entities and sought to use them as a way to deliver arms and ammunition to its members under the guise of providing humanitarian aid to refugees and other needy groups.
          Connections with AQ & OBL

          I would have liked to see who the commitee members were who voted for JeM, whether its a 15 member committee or just the P5 but i can't find any minutes detailing the listing

          Next is LeT who were listed on May 02 2005

          What had they done to date ?

          July 12, 1999: LeT executes its first suicide bombing in Jammu and Kashmir.

          July 31, 1999: LeT carries out multiple suicide attacks in Jammu and Kashmir, including ones targeting Indian security forces at the border. The number of Indian soldiers killed is unknown.*

          November 3, 1999: At least three LeT gunmen kill eight Indian army personnel at a cantonment in Srinagar, the largest city in Jammu and Kashmir.

          March 20, 2000: A few hours before Bill Clinton is expected to arrive in India, gunmen kill 35 Sikhs in Chattisinghpura, a village in Jammu and Kashmir. LeT is suspected to be responsible for the massacre.*December 22, 2000: LeT attacks Delhi’s Red Fort, an Indian army barracks, killing three.

          January 17, 2001: LeT attacks the Srinagar airport in Jammu and Kashmir, killing five Indians.

          December 13, 2001: Gunmen attack India’s parliament in New Delhi in coordination with the Pakistan-based terrorist group Jaish-e-Mohammed. Nine are killed and 18 are injured.* India responds by sending 700,000 troops to its border with Pakistan.

          May 14, 2002: LeT allegedly attacks an Indian army base in Kaluchak, killing 30.

          September 24, 2002: LeT is allegedly responsible for raiding the Akshardam Temple in Gujarat, killing 33 and injuring 70.

          August 25, 2003: LeT attacks the Gateway of India and Zaveri Bazaar in Mumbai with the help of local Indian Islamist group, the Students Islamic Movement of India (SIMI), killing 52 and wounding more than 200.

          October 28, 2005: LeT attacks the Indian Institute of Science campus in Bangalore, killing one.
          The India gate attack is their last before they get listed.

          Why ?

          Reason for listing:
          Lashkar-e-Tayyiba was listed on 2 May 2005 pursuant to paragraphs 1 and 2 of resolution 1526 (2004) as being associated with Al-Qaida, Usama bin Laden or the Taliban for “participating in the financing, planning, facilitating, preparing or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf or in support of”, “supplying, selling or transferring arms and related materiel to” or “otherwise supporting acts or activities of” Al-Qaida (QDe.004), Usama bin Laden and the Taliban.

          LeT has supported Al-Qaida in numerous ways, including by providing the use of its infrastructure to Al-Qaida operatives. An Al-Qaida leader was captured in March 2002 in a LeT safe house in Faisalabad, Pakistan.
          There has to be an AQ or OBL connection to get listed

          Next is people, Hafiz Saeed who got listed in Dec 10 2008 & his deputy Lakhvi

          Why?

          Reason for listing:
          Hafiz Muhammad Saeed was listed on 10 December 2008 pursuant to paragraphs 1 and 2 of resolution 1822 (2008) as being associated with Lashkar-e-Tayyiba (QDe.118) and Al Qaida (QDe.004) for “participating in the financing, planning, facilitating, preparing or perpetrating of acts of activities by, in conjunction with, under the name of, on behalf or in support of” both entities.

          Additional information:
          Hafiz Muhammad Saeed is the leader and chief of Lashkar-e-Tayyiba (LeT) (QDe.118). As overall leader, Saeed played a key role in LeT’s operational and fundraising activities. He is the Amir or leader of the Jamaat-ud-Dawa (listed as an alias of LeT).

          Hafiz Muhammad Saeed traveled to Afghanistan during the late 1970s or the early 1980s to receive militant training. There he came into contact with Dr. Abdullah Azzam, the mentor of Usama bin Laden (deceased) and other fighters in Afghanistan. In 2005, Saeed determined where graduates of a LeT camp in Pakistan should be sent to fight, and personally organized the infiltration of LeT militants into Iraq during a trip to Saudi Arabia. In 2006, Saeed oversaw the management of a terrorist camp, including funding of the camp. Saeed also arranged for a LeT operative to be sent to Europe as LeT’s European fundraising coordinator. He established a LeT office in Quetta, Pakistan in June 2006 to assist the Taliban in the conduct of their operations in Afghanistan.

          Reason for listing:
          Zaki-ur-Rehman Lakhvi was listed on 10 December 2008 pursuant to paragraphs 1 and 2 of resolution 1822 (2008) as being associated with Lashkar-e-Tayyiba (QDe.118) and Al-Qaida (QDe.004) for “participating in the financing, planning, facilitating, preparing or perpetrating of acts of activities by, in conjunction with, under the name of, on behalf or in support of” both entities.

          Additional information:
          Zaki-ur-Rehman Lakhvi is the chief of operations and military commander of Lashkar-e-Tayyiba (LeT) (QDe.118). In this capacity, Lakhvi has directed LeT operations, including in Chechnya Republic in Russian Federation, Bosnia and Herzegovina, Iraq, and South-East Asia. In 2003, Lakhvi instructed LeT operatives to conduct attacks in densely-populated areas. In the same year, he directed a LeT operative to travel to Iraq to assess the situation there. In 2004, Lakhvi sent operatives and funds in order to mount attacks on the forces of United States of America in Iraq. In 2006, Lakhvi instructed LeT associates to train operatives for suicide bombings. In past years, Lakhvi has played an important role in LeT fundraising activities, receiving donations from Al-Qaida (QDe.004) affiliates on behalf of LeT. He has also managed a training camp in Afghanistan.
          AQ connection

          Question going though my mind at this point is if JeM was listed just a month after 9/11 why did it take so long to get Azhar on the list ?

          When did India start the process ?

          When did India’s attempt to ban Azhar start?

          The most recent effort began after JeM claimed responsibility for the attack on the Air Force Base in Pathankot. India demanded that Azhar be declared a global terrorist under the aegis of the UNSC (United Nations Security Council) 1267 committee. China, which is one of the five permanent members and hence has the power to veto, intervened at Pakistan’s behest and stalled the process in the garb of a “technical hold” in March 2016 and then in October 2016. A day before the technical hold ended, China used its veto power to block the proposal banning Azhar in December 2016.

          In January 2017, China again employed a technical hold and blocked the proposal put forward by the US, the UK and France, three of the five permanent members of the UN Security Council.

          Azhar was released by the A B Vajpayee government in December 1999, along with Mushtaq Ahmed Zargar and Omar Sheikh, in exchange for release of the passengers of the hijacked Indian Airlines flight IC-814.
          What is mind boggling is did India wake up to designating him only after Pathankot ? were there no attempts earlier.

          Post 2001, JeM splits into two factions, the breakaway faction does attacks in Pakistan. That faction is slowly neutralised by the Paks and Azhar's faction is preserved.

          We don't get any spectacular attacks by JeM after the Parliament attack until Pathankot. Still JeM is active in India during this time going by their record

          From what i understand so far to get into the list there has to be an AQ or these days IS connection. Nothing to do with attacking India. which most people don't seem to get. Have to be a global terrorist.

          And where is that connection after OBL is dead and AQ on the backfoot ?

          Azhar's case would have been stronger has it been pushed ten years back. Again, i don't understand why this wasn't done.

          Unless Azhar's starts working with IS or swears allegiance to IS (and why would he do that) chances of getting him listed are low. He does not qualify according to the criteria to get listed. China's technical hold is valid on the criteria stipulated to get into the list even if it is ostensibly for other reasons. This is what China means to show evidence. That is show connections to IS or AQ.

          Note this is not the same as when the Paks ask for evidence. That would be like handing a murderer evidence and then expecting him to hang himself.

            Let's look at it from the opposite direction.

            That is, if China agrees to designate Masood Azhar for whatever reason it actually decreases or defuses military pressure that India will apply on Pakistan ?

            It's clear getting this designation is mainly for domestic political reasons. It has got bugger all to do with actually affecting these outfits means to operate even though regrettably that is precisely the intention. But the people don't know that.

            Managing domestic expectations versus actually doing something serious about the problem. Since we never attempt to do the latter it must be all about the former.

            If we get the designation, do we still need to attack the Paks ; )

            Could there have been some understanding that those designations would come so long as no attack is made ?

            VFM isn't it. All that diplomatic capital, making such a loud noise, for what...

            Was this Congress calculation after 26-11 : )

            They got four LeT guys designated on Dec 10 2008

                  We lack a coherent counter proxy doctrine.

                  But the difference with this govt is there has been more coherent perception that we are dealing with a rogue state than earlier.

                        the Hindutva nationalism of the urban middle-class, largely spearheaded by right-wing groups, conveniently exploits the sacrifices of the downtrodden.
                        There is a more fundamental problem with that line. It ignores the lives of officers lost in conflict. Which castes they come from, the author does not talk about.

                        Our officers lead from the front, our officer casualty rate is high in conflict. That's how we win our wars. Not very different to Israelis.

                            Our editorials the next morning are very erudite and dispassionate as they advocate the big picture of continuing talks with terrorists. At least for the present we could have spared a thought for those young men who died for us and put some fire and anger in our editorials.

Obviously, there is a huge disconnect in the system and unless this is corrected we will remain ill equipped to handle threats which cannot be tackled by sentiment alone.
