Lashkar-e-Tayyiba and Jaish-e-Mohammed, the terrorist groups that have been mostly active in Jammu and Kashmir for years, are rapidly mobilising operatives to radicalise, train and fight in Afghanistan on directions of Rawalpindi GHQ over the last few months, people familiar with the development told Hindustan Times on Thursday
The two terror groups are estimated to have 1,000 terror operatives in the war-torn country, most of them inducted after the February pact between the Taliban and the United States. And counting.
In the last few months alone, about 200 Lashkar operatives had infiltrated into Afghanistan’s Kunar province from Bajaur Agency in Pakistan. In the last week of May, another group of 30 Lashkar-e-Tayyiba terrorists led by an ex-ISI officer Bilal aka Zarqawi slipped into Kunar’s Dangam district.
A fortnight earlier, 45 Jaish operatives shepherded by Taliban commander Mullah Nek Mohammad Rabhar had entered Nangarhar’s Sherzad province through Kurram Agency in Pakistan.

* Maulvi Samiullah : A Pakistani national and incharge of a newly-formed LeT group in Afghanistan was associated with the module that attacked Kabul gurdwara on March 25
* Abu Hamza : He is incharge of the Lashkar in east Afghanistan and is based in Kunar province. He hails from Afghanistan’s Baghlan province
* Junaid, Saifullah and Abuzar: They operate under Maulvi Samiullah and are reported to be active in eastern provinces.
* Sayed Akbar Jan Zardhan: He is an LeT commander who is active in Gayan, Zerok and Barmal districts of Paktika
* QariZiaur Rehman: Deputy governor of the ISKP in Kunar and acts as coordinator between Lashkar and Al Qaeda
* Sheikh Abdul Aziz Nuristani: Nuristani is an affiliate of Jamia Farooqia Madrassa at tajabad in Peshawar, ex-senior judge of Taliban in Nuristan province. He now works for Lashkar.
Counter-terror officials in Delhi and Kabul said the focus on Afghanistan by these two terrorist groups underlines how their deployments and actions mirror the priorities of Pakistan’s ISI.
For now, the ISI’s emphasis appears to be to prepare the ground to continue terror activities in case the Taliban-US peace process leads to a political settlement, one official said. From Kashmir to Afghanistan, the Pakistan state has used terror groups as its strategic arm to achieve outcomes its diplomacy can’t. This is another example, an official said.
But the deployment in Afghanistan is also designed to serve as the new terror factory that can dish out terrorists for any cause that serves Pakistan interest.
Bilal aka Zarqawi, the ex-ISI official who led the team of 30 LeT terrorists that entered Afghanistan was earlier incharge of a major terror training centre in Pakistan-occupied Kashmir capital Muzaffarabad.
One of the early attacks this year in which Lashkar operatives are believed to have played a role is the massacre at Guru Har Rai Gurdwara in Kabul’s old city that left over 25, most of them worshippers at the shrine, dead. The attack had been linked to a centre being run jointly by the Islamic State Khorasan Province (ISKP) and the Taliban’s sword arm Haqqani Network.

* Dil Mohammad: He is incharge of central Kunar province
* Fazal Akbar Salarzai: Jaish incharge for Walarsar between Dangam and Shiltan districts of Kunar province
* Zohoor Zarqawi: He is incharge for eastern afghanistan and hails from pakistan’s Waziristan region
Fresh information emerging from Afghanistan indicates that Maulvi Samiullah, a Pakistani national who is incharge of the newly formed Lashkar group in Afghanistan, was also involved.
Counter-terror officials said they had come across evidence to indicate that Lashkar operatives were, on occasions, also carrying out their missions in Afghanistan under the aegis of the cover of Jamat al-Dawa and Jaish-e-Salafi.
The effort to map the presence and activities of the two terrorist groups in Afghanistan is still work in progress, one of them said. “But we have been able to identify some of those playing key roles,” he added

A new UN report that refers to the presence of thousands of Pakistani terrorists in Afghanistan is a reiteration of Prime Minister Imran Khans acknowledgement last year that his country hosts up to 40,000 terrorists, people familiar with developments said on Friday.
Reacting to the Pakistan Foreign Offices contention that the external affairs ministry was using the UN report to slander Pakistan, the people, who spoke on condition of anonymity, said the UN Security Councils analytical support and sanctions monitoring team had only reiterated what Khan has already confessed.
As first reported by HT, the UN report, issued last month, said there are some 6,500 Pakistani nationals among foreign terrorists operating in Afghanistan, and the Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT) play a key role in bringing foreign fighters into the war-torn country.
Pakistans Foreign Office would do well to recall that their prime minister admitted last year that Pakistan still hosts 30,000 to 40,000 terrorists. Pakistans leadership is also on record acknowledging that in the past, terrorists had used the countrys soil to carry out terror attacks on other countries, said one of the people cited above.
Speaking at the US Institute of Peace in Washington last July, Khan had said Pakistan still has about 30,000 to 40,000 armed people who have been trained and fought in some part of Afghanistan or Kashmir.
The UN Security Councils analytical support and sanctions monitoring teams report has only reiterated what the prime minister of Pakistan has already confessed. Instead of casting aspersions on the report, Pakistan should introspect and put an end to any kind of support for terrorism emanating from territories under its control, the person said.
The person added that the UN and the world community are acquainted with the reality that Pakistan is the nerve centre of terrorism.
Pakistan houses one of the largest numbers of UN-designated terrorists and terrorist entities, and its fallacious attempts to point fingers at others cannot deflect attention from the facts on the ground, the person said.
Moreover, Pakistans attempts to create a divide in the traditional and friendly relations between the people of India and Afghanistan will not succeed. The people of Afghanistan and the international community are well aware of who the spoiler is, and who is sheltering, training, arming and financing terrorists and sponsoring violence against innocent Afghans and members of the international community, the person said.
In a statement issued on Thursday, Pakistans Foreign Office had contended the external affairs ministry had misrepresented the UN report to slander Pakistan. Pakistan categorically rejects Indias malicious allegations, which are aimed at misleading the international community, it said.
The statement said there was no reference to safe havens in Pakistan in the report, which it claimed was based on briefings provided in Afghanistan to the [UN team] by certain quarters who have long expressed scepticism about the Afghan peace process.
The Foreign Office also contended India was trying to create complications for the Afghan peace process, and that Pakistan had highlighted what it was said was Indias sponsorship of terrorist organisations in Afghanistan.
External affairs ministry spokesperson Anurag Srivastava had reacted to the UN report by expressing Indias serious concern at the continued presence in Afghanistan of the senior leadership of al-Qaeda and a large number of foreign terrorists, including 6,500 Pakistan nationals. The report, he said, vindicates Indias long-standing position that Pakistan remains the epicentre of international terrorism.

Sources state that Pakistan's spy agency ISI might have orchestrated the attack on him due to widening conflict between the Hizbul chief and Pakistani spy agency.
What is the reason behind this conflict between the ISI & HM chief ?
HM chief complains he's getting less resources but that strikes me as not the full reason.

The two holed-up terrorists, who were eliminated in the encounter, included commander of banned Lashker-e-Taiba Haider, a Pakistani national who has been active in North Kashmir area. The identity of the other was yet to be ascertained.
LeT was responsible for the Handwara attack unless they were working with others as well.
Is this why Imran Khan has repeatedly been warning that India will carry out a false-flag op in Pakistan. If this plot had been successful then obviously there would have been some kind of response...
Talking to media, IGP Kumar said, “The slain commander has been identified as Abdul Rehman alias Fouji Bhai or Fouji Baba, who had participated in Afghan war and was active since 2017 in Kashmir.
He was the IED expert and was the mastermind of May 28 Car bomb plan which was averted on time by the police, army and CRPF,” IG said. He added that the slain terrorist belonged to Multan, Pakistan.
When Asked whether security forces have eliminated all IED experts of Jaish, the IGP said that there are two more Jaish terrorists who have been identified as Waleed Bhai and Lamboo Bhai, both are foreigners and have an expertise in making IEDs.
How do these guys slip in ?
I don't believe these guys are braving it through our defenses which gives them a 1 in 10 chance of survival, they are getting smuggled in some how.

We have also identified Jaish chief Abdullah Rashid Gazi, who operates in Khrew area of Pulwama district and is hiding in the forests. He will be neutralized once he comes down and we can even catch him from where he is hiding.
Let's see how long it takes to get that fellow
He further added that it was for the first time that top commanders of Hizbul Mujahideen, Lashkar-e-Taiba, Jaish-e-Mohammad, and Ansar Gazwatul Hind were killed by security forces so frequently.
“The number of terrorists killed this year is 75 and the majority of them were commanders.
We have also arrested more 135 Over Ground Workers and categorised then A, B, and C categories.
Public Safety Act will be slapped on A category OGWs, B and C category OGWs will go through counselling and their parents will be called and then they will be released," noted IGP Kumar.
Going by that title you get the impression that J&K is going so well they are now expanding operations in Afghanistan ?
But things aren't going well for them in J&K, they're bleeding badly with cadres getting bumped off on a weekly basis.
Now here is the curious bit. Why do the Paks need to assist in Afghanistan when the Taliban & Haqqanis are already active ?
Because according to AIM, the Americans are not going to pull out entirely, they will be holding on to Bagram and assisting the Afghan army with close air support. The Pak Air force dare not get involved when US aircraft are bombing militants left & right.
So maybe there is a need to augment forces in Afghanistan. Taliban & Haqqanis aren't enough. Putting the lie into Taliban coming to fight in Kashmir when they can't even manage in their own country.
The Americans will otherwise reduce their interaction with the Afghans close to zero but will be on call in Afghanistan whenever needed for counter terror operations.

Kashmir is not the only route. ISI uses Dawood's connections in the ship-breaking industry in India, alongwith corrupt officials of the local administration to smuggle contraband, arms, and even possibly terrorists. Once in, it's just a bus ride to Kashmir. I wonder, how many of these guys have the IB neutralised without any slippages to the media.

Told you earlier it's just another terrorist organisation that the PA/ISI created to give it a local colour for plausible deniability. You then talked about FATF, well, PA makes north of 20 billion dollars every year, and it should be close to 30B now. FATF can't do sh!t to Pakistan. Only US, or India can, provided the US leaves India alone to deal with Pakistan the way we deem fit.
ISI is also raising its stake in Punjab. These things will end very badly, for Pakistan.

You then talked about FATF, well, PA makes north of 20 billion dollars every year, and it should be close to 30B now. FATF can't do sh!t to Pakistan. Only US, or India can, provided the US leaves India alone to deal with Pakistan the way we deem fit.
They still want out of the FATF grery list and if they keep this up that won't happen for a long time. Being in the list costs them $10B a year which a country with their finances isn't easy.
MEA believes what I believe. Paks are not after Kashmir per se, they are after the whole of India.
