      The issue is any Government that comes to power in India has to pander to the minorities. BJP doesn't do it for votes, but for inclusivity. I've had a stinking feeling about the Kartarpur corridor when it was a rumour.

        But not with the Paks not using their army against their own people.

        We have a recent example in 2014 when they went after the TTP with F16s.

            • Pakistan creates ‘Kashmir Desk’ for global propaganda

              New Delhi: Stung by the major setback at the UN Security Council, Pakistan has now decided to increase its diplomatic outreach to influence decisions in its favour on Kashmir at the UN high table.

              Pakistan has started mobilising its diaspora to campaign and lobby with foreign countries against India’s move to revoke Article 370 from J&K. Pakistan is building a global campaign against India on Kashmir issue before the UN General Assembly meeting next month.

              Pakistan has created a new “Kashmir Desk” in its foreign affairs ministry to drive its Kashmir agenda and all its missions abroad have been asked create “Kashmir Desks”. These “desks” have been send pointers on how to build campaigns with the respective local governments. It is learnt that the officials from these desks have been mandated to meet with lobbyists and try to get articles published on Kashmir in leading dailies to influence people.

              Pakistan is desperately trying to portray an alarming picture of Kashmir in a bid to create an impression at the international level that situation is out of control in the state and needs urgent global intervention.

              Recently on Independence Day, thousands of Pakistani and their supporters protested outside the Indian high commission in London in support of Kashmir. The protesters were carrying banners saying “Kashmir is Burning”, “Free Kashmir”. In Canada’s Vancouver, too, a similar marched was organised in front of the Indian consulate in support for Kashmir.

              Retired Pakistani diplomats and members of the thinktanks too have been activated. Recently, former Pakistani diplomats Ashraf Jehangir Qazi and Abdul Basit were seen justifying “jihad” against India.

              Former high commissioner of Pakistan to India Abdul Basit said that it is right of Pakistan and other countries of the world to help in the “armed struggle” in Kashmir. This is a marked change from the traditional Pakistani position that has so far officially talked about giving moral support to Kashmir.

              Pakistan has also asked its citizens to use Twitter and other social media platforms to launch campaign against India. With its statements not getting much traction from the international community, the next big step will be to push cross border terrorism.
              Why are they spending borrowed money on fantasies? As long as the PA rules the roost in Pakistan, they will remain reckless and directionless.

                Syed Ata Hasnain, a retired lieutenant-general, is a former commander of the Srinagar-based 15 Corps. He is also associated with the Vivekananda International Foundation and the Institute of Peace and Conflict Studies.

                One thing Pakistan is adept at is the 24x7 attempts it makes at trying to psych India into believing that it has the fullest capability and many options of running its “war by a thousand cuts” doctrine effectively in Jammu and Kashmir and the rest of India. No doubt indicators thrown at us cannot be taken lightly, but each time Pakistan has been bested. The latest is the “scare” of the Taliban Afghan fighters entering into the fray; a threat we are hearing for the umpteenth time after 1996 when they were last effectively shown the door by the Rashtriya Rifles (RR) of the Indian Army and many other units. If Pakistan does attempt this to regain some of the space it has lost in Kashmir’s bleak security environment, it will be an act of sheer desperation. Media reports indicate that over a hundred Afghan fighters are concentrated at terror launch pads along the Line of Control, awaiting the green signal to enter through infiltration and give a fillip to the dying embers of militancy in J&K. It is also learnt that Lashkar-e-Tayyaba and Jaish-e-Mohammed cadres are attempting to penetrate Rajasthan and Gujarat with the aim of causing such acts as to instigate communal violence in India, all ostensibly to keep the focus of the international community on J&K and message the Kashmiris that the Islamic Ummah is with them. A reality check from the past to the present may be necessary to correctly assess this threat.

                In 1989-91, Pakistan exploited a situation of India’s then strategic weakness to instigate an armed rebellion by local Kashmiris. The LoC at that time was guarded just sufficiently to secure our posts and maintain its sanctity. It did not cater for mass infiltration and exfiltration, which the local Kashmiris resorted to under the mistaken idea of “Kashmir banega Pakistan”. The local militancy lost stamina by 1991, giving way to Pakistan’s change of strategy with the induction of trans-national jihadi mercenaries from Afghanistan, who were suddenly unemployed after the Soviet withdrawal. The experienced fighters were shocked to see the skills of the Indian Army units composed of men from diverse regions — Adivasi tribals, Sikhs, Nagas, Assamese, Garhwalis, Gurkhas and so many more. Not only Afghans but fighters from Chechnya, Algeria, Egypt and a host of other Middle East countries stood out in Kashmir’s landscape, preventing them from being able to ethnically merge with the locals. They were restricted to hideouts more in jungle terrain and less in safe houses in the turbulent towns, and their ability to remain mobile and transient was severely restricted because of their accent and countenance. The pipeline of these fighters dried up in 1996, forcing Pakistan to commence inducting more local Pakistanis as part of the LeT and other groups; the JeM also comprising Pakistanis became prominent once it was established by Masood Azhar in 2000. Pakistanis merge more easily and speak Urdu, although without the Kashmiri accent, but yet it is easier for them to operate in Kashmir. There have been instances of some Pakistani LeT terrorist leaders lasting as long as 10 years in a particular part of Kashmir.

                The Indian Army’s RR force came into being in 1991. Initially just a conglomeration of troops, it received a fillip once it got reorganised on a regimental basis and came into its own around 1994. Initially, 36 units were raised, but 27 more were added in 2001. The counter-terror grid has been populated by the RR and the J&K police’s Special Operations Group (SOG); a few regular reserve formations supplement the effort. With the situation in the Jammu division having stabilised to a very great extent, additional units of the RR have been redeployed in Kashmir. The security landscape of the Valley’s hinterland is unrecognisable from what existed in the heyday of the foreign fighters in the mid-1990s. The intelligence grid too is far tighter, and the flow of information is reflective from the number of contacts during the 30 months of Operation All Out. The Afghan fighters and their ilk who came in the 1990s refused to take orders from local Kashmiris and were noisy, loutish and ill-disciplined, taking Kashmiri hospitality for granted and the availability of women as their right. This led to considerable discord, which the J&K police and the intelligence agencies exploited and the RR relished the armed contacts they regularly had.

                The other grid in the security environment of J&K is in the field of counter-infiltration. When the foreign fighters arrived in the 1990s, they were guided by locals through nooks and crannies. Those are now well identified by the Indian Army’s deep deployment, which is supported by electronic surveillance with a delay factor provided by the LoC fence. The latter is much more technical and the response procedures all far more systematic. The grid is robust enough to have forced infiltration efforts to the International Boundary (IB), where the BSF is far more effective with its own technicalisation. Leakages do and will take place. In 2015-16, the spurt of terror attacks in the Jhelum Valley and areas closer to the LoC indicated that terrorist groups reaching the hinterland intact was becoming much more difficult. The establishments closer to the LoC are far more robust in security after the Uri attack of September 2016.

                Media reports indicate that Border Action Teams (BATs) of the Pakistan Army, comprising SSG and well-trained terrorists (with possibly some Afghan fighters included in such groups), could target the LoC posts and patrols. Vulnerability in this domain remains high due to the terrain and logistics constraints, but the Indian Army has undertaken its own counter actions as deterrence. The higher vulnerability lies in areas outside J&K, in towns and cities closer to the IB in Rajasthan and Gujarat, plus the possibility of some penetration of the security grid along the vast western coastline. The public needs to be made aware of the Pakistani design, to prevent any communal backlash in the event of any negative incident.

                Pakistan’s desperate response to remain relevant and force international attention to J&K and South Asia to draw advantage is likely, without being mindful of the fact it could also draw an Indian military response far larger than what it appreciates. It is in no position to engage in conventional conflict with India and banks on a nuclear deterrence that it thinks only it possesses. Defence minister Rajnath Singh’s warning about the possible revision of “no first use” as a part of Indian nuclear doctrine could not have come at a more opportune moment.
                So, Taliban was used by Pakistan earlier. Learning something new everyday.

                  Pakistan responded by testing five of its nuclear bombs on May 28. Pandora’s box was wide open, threatening mass destruction to the Asian subcontinent if the Pakistani and Indian armies squared off along the Line of Control that separated their forces in the disputed region of Jammu and Kashmir. That happened a year later when Pakistani paramilitaries masquerading as indigenous Kashmiri rebel jihadists penetrated the Line of Control in Kashmir’s Kargil region. The Indian army confronted them, and U.S. intelligence detected Pakistan moving tactical nuclear weapons onto the battlefield. American diplomat Bruce Reidel wrote in his informative book, Avoiding Armageddon: America, India, and Pakistan to the Brink and Back, "The last war that India and Pakistan fought, over Kargil, threated to expand to a nuclear conflict." It didn’t go nuclear, following U.S. President Bill Clinton’s demand that Pakistani Prime Minister Nawaz Sharif withdraw his forces. It was a close call.

                  Although the stakes in Kashmir could not be higher, the United States and much of the international community call the dispute India’s "internal affair" or a "bilateral" issue between India and Pakistan. It isn’t. A potential nuclear conflagration cannot be anything other than a matter of international peace and security. The Indian and Pakistani armed forces possess both strategic and tactical nuclear weapons, which local commanders could use on the battlefield in populated areas. This would be the first use in war of atomic weapons since the U.S. destruction of Hiroshima and Nagasaki in 1945.

                  India and Pakistan came to blows last February, following an insurgent attack on Indian troops in Kashmir. The Pakistanis downed an Indian fighter jet and captured its pilot, Abhinandan Varthaman. When Khan returned the Indian pilot on March 1, Modi did not acknowledge his conciliatory gesture. Nor has his government been willing to discuss Kashmir, whose people were promised a plebiscite on their future by India’s first prime minister, Jawaharlal Nehru, in 1947. The vote never took place, but several wars have. The question is, what do the people of Kashmir — those in the Indian-held two-thirds of the region, the Pakistani-held western third and the Hindu Kashmiris who were expelled from their homes in 1947 and are still officially displaced — want? No one is asking them, but that may be the only way to save them, and the world, from nuclear war.

Googling previous articles on Kashmir and picking up lines from here and there to make up a new article doesn't add much credibility. Who's happy with this article? Jahil quom, no one else.

                        Domestic consumption. There will be regular reports on how they are trying to raise awareness on the global stage.

                        What exactly has changed for Pakistan after 370 ?

                        Their narrative has taken a beating but what else.

                        Who are the winners & losers ?

                        Winners
                        - Modi & the BJP,
                        - the PA gets to now say India is revisionist,
                        - the separatists get to say "we told you so".

                        Losers ? the people only if the outreach fails or is sabotaged somehow. Thing is after the panchayat polls, Delhi has a decent view at the local level.

                        Pakistan can still send infiltrators across and instigate trouble. The usual networks might be disrupted so a bit harder now.

                        Other than that their trouble making ability remains.

                        What they could count on is a coalescing of groups that were divided earlier.

                        Former pols with separatists and terrorists.

                        So for us the opposition has become more coherent

                        We will find out how this plays out in the coming weeks & months.

                          WHY INDIA NULLIFYING ARTICLE 370 IS AN EXISTENTIAL ISSUE FOR PAKISTAN — ITS MEDINA PROJECT IS FINISHED

                          The spectacle of Pakistan tying itself in knots over the nullification of Article 370 may appear curious to the Indians and to the world at large, but we need to understand the fundamentals underlying this unusual behaviour.

                          On the face of it, one would find it highly unusual that change of an internal arrangement within the Indian Constitution should excite its perpetually hostile neighbour so much. Yet, if you go behind the reasons for the creation of Pakistan, it would make perfect sense.

                          Pakistan was born out of the frustrations of Mohammad Ali Jinnah in the 1936–37 Provincial Elections held under the constitutional scheme laid out under the Govt. of India Act, 1935. Mohammad ali Jinnah expected to win a majority in the 482 Muslim seats, and then bargain with Congress for a coalition. It managed to win only 109. Its top performance was in United Provinces where it won 29 out of the 35 seats it contested, out of a total of 66 Muslim seats. Congress did not win a single Muslim seat in UP, though it had a clear majority with 133 out of the total of 228 seats in its kitty. Jinnah offered to form a coalition with Congress, but was rebuffed.

                          Thus the League was not able to able to form a single government in the 11 provinces that went to polls in 1936–37. Congress formed Government in 8 out of 11 Provinces, including in the Muslim majority NWFP. In the Muslim majority Punjab and Bengal, regional parties formed the government. League did well only in Provinces where Muslims were a minority and where it could project itself as a protector of Muslims. In all the Muslim majority Provinces, it did quite badly.

                          Jinnah had contested the 1936–37 elections on a nationalist plank. His poor performance even in the Muslim seats convinced him that he had to do something to become the exclusive spokesman for the Muslims, much like what Asaduddin Owaisi tries today.

                          So Jinnah sulked and was persuaded by Mohd. Iqbal to espouse the Two-Nation Theory. According to this Theory, Muslims were a separate and equal Nation, or Qaum as distinct from the Hindu nation. This concept of nation is based on the Muslim concept of Ummat, or Islamic brotherhood (Ummah in Arabic). Unlike the Hindu concept of nation as a civilisation, and the Western concept of an ethnic nation-state, this concept of Qaum is a purely religious concept.

                          Jinnah’s sense of betrayal by Congress, his overweening ambition, support of the Muslim Ulama, and the interests of the Muslim feudal class that felt threatened by the avowed Congress policies of redistribution of land, abolition of Zamindari system, and integration of Princely States — all aligned into a perfect line of congruent interests. It was in this background when Congress gave an opportunity to the League in October 1939 by resigning from all Provincial Governments over Britain’s unilateral induction of India into the 2nd World War. This idealist posture of Congress, dictated by Mahatma Gandhi, would have seminal consequences.

                          Jinnah celebrated 22 December, 1939 as Deliverance Day. He had already pledged allegiance to the British in the war effort. The British were obliged by this action of Jinnah, and they returned the favour by recruiting heavily from the Muslims of Punjab and NWFP. This, among other causes, was a major cause for bloody riots of partition in the areas that were to become Pakistan.

                          In 1940, the Pakistan resolution was passed by the League in its 1940 Session in Lahore. The Muslim League transformed into a totally communal outfit. Two-Nation Theory not merely sought a separate area for the ‘Muslim Nation’ within the Indian sub-continent, but also had the basic Islamic theology in mind as in the Hidayah (guidance) issued by Deoband and fondly approved by the All-India Muslim Personal Law Board, i.e. The earth is created by Allah for the enjoyment of his believers alone. Infidels are mere squatters. It quotes the Prophet and lays down, ‘We are directed to make war upon Men till such time that they confess that ‘there is no other God but Allah’.

                          Thus the original map of the sub-continent drawn by Chaudhary Rehmat Ali included every part of India having more than 20% Muslim population in Pakistan, or made it independent State, to be included in the Commonwealth of Pakistan later. The original idea of Two-Nation Theory was to take a nearly equal area out of India, and to later subsume the remaining smaller States into its Imperial fold, so as to be able to fulfil the holy task that remained unfulfilled during the Mughal Rule. League contended that India was many nations, and the Muslim nation was the biggest of them all. They were supported in this endeavour by the Communists, who acted on the behest of Soviet Union and their new-found friendship with the British. The Gangadhar Adhikari papers on behalf of the CPI were exactly on the same lines. CPI even submitted a plan for vivisecting India into Pakistan and 17 other countries on the basis of ethnicity and language. See the map below:

                          Even Jinnah did not seriously think of his plan for partition to be feasible. He was merely playing for the maximum. The British, however, were keen to maintain a foothold in the areas abutting Afghanistan and Central Asia as a part of The Great Game they were playing with the Soviet Union for influence in the Central Asia.

                          The 1946 Elections changed the plans of the League. In 1936–37 Elections, Jinnah had failed badly in his mission to become the single voice of Muslims. In 1946, he achieved his dream. 89.5% of the Muslim seats were won by the Muslim League. The League swept every Province where Muslims were a minority. Even in Punjab, it fell short, and in Bengal, it formed the government, with the help of Jotindra Nath Mondal, a Dalit leader. In Sind, it fell short of majority by 3 seats, but help from the British and through some infamous defections, Muslim League managed to form the government in Sind with a wafer-thin majority.

                          When Nehru rejected the Cabinet Mission Plan for a weak centre and strong provinces with an option to secede, Jinnah openly used the religion card, and used riots and communal violence fanned by the Muslim Ulama, as well as by the organised hordes of Muslim League to make he partition of India inevitable.

                          Having achieved the partition on the basis of Two-Nation Theory, the Muslim League was disappointed at not having achieved its objective of getting the full provinces of Punjab and Bengal. As I pointed out in the map, the original plan was a grand Commonwealth of Pakistan, with the whole of Assam, Bengal and Punjab within Pakistan, with even Delhi in Pakistan, and the rest of India divided into many parts. The Muslim Ulama was divided into two shades of opinions — The Sufi Barelvi group, supported by the Shi’a, Ahmedi, and favoured the Medina approach, i.e. Muslims should perform a voluntary exile to the Medina of Pakistan, gather strength, and then reconquer the Mecca of India, and complete the conquest of the sub-continent by Islam. Deobandis, on the other hand, supported by the Jamaat-e-Islami of Abu Ala Maudidi favoured the traditional approach. They argued that it would become impossible to convert India to Islam in a partitioned India. The ultimate objective of both the groups was the same — complete conversion of India to Islam. The believers and their Allah do not allow any accommodation as the Earth is supposed to have been created by Allah for his believers (ibid).

                          Given this background, and the long term objective of vivisection of India and its complete conversion to Islam, it was quite intolerable for the Pakistan establishment, which got reinforced by the large induction of the discharged 2nd World War decommissioned Army personnel, and a large Army, to even think about letting a Muslim majority Princely State accede to what they looked at as Hindu India.

                          So when Sheikh Abdullah was able to use his deception to carve out a separate status for J&K, Pakistan saw this as a validation of the Two-Nation Theory. That India had to accord a special status to its only Muslim majority State completed vindicated the Two-Nation Theory in the eyes of Pakistan and its establishment, and they could sell this snake oil to the Pakistani public. As the Pakistan dream kept fading, this spurious fantasy kept the public hooked to the dream of Ghazwa-e-Hind, and kept providing the Pakistan Military its essential life support from the public. When Pakistan came into being, it had got one seventh of India’ resources, one sixth of the area, one sixth of the population, and one third of its Army. This over bloated Army perfected the art of keeping itself relevant by becoming the protector of what is called Nazaria-e-Pakistan, which is nothing but an euphemism for the Two-Nation Theory.

                          This complicated relationship among the various organs of the Pakistani establishment, and the Army’s self-styled role of prptector of Nazaria-e-Pakistan has meant that it even espoused Jihad in order to pretend to fulfil the raison-détre behind the existence of Pakistan, i.e. conquer the Mecca of India from its stronghold of Pakistani Medina. The Army did try but failed, so it changed the narrative in its text books, spun all its defeats as victories. In the world view of Pakistani Army, a defeat in the conventional sense is not really a defeat. A defeat will happen only when it loses its anchor and will to fight.

                          When India rectified the mistake it made in 1949 by incorporating Art. 370, and scrapped its provisions, the Islamisation project has received a terminal jolt. After cleansing the Valley, the next project was Jammu. Even if India had offered J&K to Pakistan, they would have targeted other parts of India, because Two-Nation Theory ultimately seeks to end all plurality and diversity and make the whole world subservient to Allah.

                          It lost a part of this anchor when it lost Bangladesh. That took away the unity of Ummat (Ummah) part and deflated the Two-Nation Theory as well as the Medina Project, but the Pakistan Army recovered it by replacing J&K as the Battle of Badr project in its ultimate conquest of the Mecca of India. With J&K slipping away irrevocably by Art 370 getting abrogated, the remaining part of the anchor has drifted away. That is why the lament in Pakistan is as full of grief as it was after the loss of Bangladesh.

                          Because that anchor is now gone with the scrapping of 370 provisions, and J&K is now reduced to a mere UT, Pakistan is facing an existential crisis. The Medina Project has suffered an irredeemable jolt. Two-Nation Theory is over from India. Medina Project is over from Pakistan. The Army does not have anything left to protect.

                          Pakistan’s reason for existence is gone. Understand their predicament!

                          In the next part, we will discuss the legal and political issues surrounding incorporation and nullification of Article 370……..

                                This is the fat pork's outburst on March 31, 2014. But when in power, they change tunes as scripted by the PA. Pakistan's misery is not only their Army, but their political class too who at the expense of their civilian population have sold their souls since the country became independent.
