    That was the time when except the Soviets no one was lending us anything, let alone sympathy. Then we had the Satan's' mistress herself, Robin Raphael's twisted narrative, to deal with. What I understand is we could have rescued those hostages, but it would not have served our larger interests at that time. Letting those innocent tourists getting killed by PA's sponsored terrorists gave us some breathing space, while giving bad press for Pakistan. Sacrificing pawns in order to continue our strategic FP vis-a-vis Pakistan. It's like, see we told you Pakistan is behind all this mess in Kashmir, but you'll wouldn't believe it.

      This isn't unusual in insurgency hit areas. If it happened in J&K, its happened in the NE as well.

      The good news is they made it public and not pushed it under the rug.
      I think IB had a handle on him. It was to catch him red-handed that they waited up until now. Part of the cat and mouse game. And why go public? Odds are other moles like him think they're next and make mistakes for the red flag to pop up.

        One theory that circulated from the start was that India's powerful intelligence agency, the Research and Analysis Wing, or R.A.W., knew much more about the kidnappings than it disclosed. Some Indians even suggested that the agency, whose operations in Kashmir have included setting up ''rogue'' rebel groups and directing them in activities designed to discredit the Pakistan-based insurgents, might have instigated the kidnappings to provoke the outrage of the United States and other Western countries.

        The evidence for this, which American officials say they have examined and disregarded, was mostly circumstantial, but some questions lingered:

        Why was it, skeptics asked, that Indian officials were able to maintain frequent radio contact with the kidnappers in the early months but -- despite the availability of sophisticated direction-finding equipment brought in by the United States -- were never able to locate the hostage-takers?

        Similarly, questions were asked about the Indian officials' attitude toward some Western efforts to resolve the affair, which included, at times, excluding Western investigators from the area where the hostages were believed to be held, and refusing to allow the United States to publicize in Kashmir or elsewhere in India the fact that the State Department has posted a $2 million reward for information leading to Mr. Hutchings.

        Indian officials posted a reward of their own, of 1 million rupees, equivalent to about $28,500, and announced it in Kashmir but told American officials that publicizing the much larger American reward among the 7 million Indian Kashmiris might encourage a new wave of kidnappings for profit.

        American officials have continued to argue for a reversal of the decision, but say that in any event they do not suspect the Indians' motives.

        ''If R.A.W. had ever contemplated a covert action program that involved kidnapping an American, they would have realized that it was a virtual certainty that we would have discovered it, and that would have killed it stone dead,'' a senior American official said.
        Means they have agents here. In the 70s both the Soviets & CIA did. In the intelligence, foreign office, defence ministry etc. The place was so leaky that a secret shared by one side would be known the day after by the other party. Result is both stopped telling us secrets.

        • ^ I'm not saying R&AW instigated those kidnappings. All I'm saying is R&AW & IB combine with the help of the IA could have either prevented, or rescued those hostages. We give much less credit to our intelligence agencies than they deserve.

                        But these girls can run away whenever they want isn't it. Harder to do abroad when travel documents are held by the males but in India what stops them. I find these articles do not answer basic questions

                        If this happens to non-muslims girls then what is the situation with muslim girls ?

                        The current move by China was the third such attempt since August when the special status granted to Jammu and Kashmir under Article 370 of the Constitution was scrapped by the government, and the state was bifurcated into two union territories.

                        Yes, the border with China is longer than the one US has with Mexico but the Bangla border is longer still. People aren't asking for a wall against China, they want one with Bangladesh.

                          The guy has access to money in other ways.

                          Why then does a DSP of 20 years need to put himself in such risk of being caught and lose everything ?

                          Nobody has said he has changed sides either. He's not a militant. He's not a Khalistani.

                          Who says he keeps militants in his home and gets them weapons. Where did that line come from. Article says he admitted it. Really ?

                          Initially, he repeatedly claimed that he was trying to win the confidence of the terrorists to catch a 'bigger fish' but could not substantiate the reasons for not following due protocol.
                          Surprised this did not work as that's what it looks like he was doing.

                          In a letter written in 2013, Afzal Guru, who was executed after being convicted for Parliament attack, explained how "DSP Davinder Singh", the then deputy superintendent of police of Special Operations Group, had asked him to "take Mohammad", a co-accused in Parliament attack case, "to Delhi, rent a flat for his stay and purchase a car for him".
                          This was never investigated. It was believed to have been fabricated by Afzal Guru
