This isn't unusual in insurgency hit areas. If it happened in J&K, its happened in the NE as well.

Similarly, questions were asked about the Indian officials' attitude toward some Western efforts to resolve the affair, which included, at times, excluding Western investigators from the area where the hostages were believed to be held, and refusing to allow the United States to publicize in Kashmir or elsewhere in India the fact that the State Department has posted a $2 million reward for information leading to Mr. Hutchings.
Indian officials posted a reward of their own, of 1 million rupees, equivalent to about $28,500, and announced it in Kashmir but told American officials that publicizing the much larger American reward among the 7 million Indian Kashmiris might encourage a new wave of kidnappings for profit.
American officials have continued to argue for a reversal of the decision, but say that in any event they do not suspect the Indians' motives.
''If R.A.W. had ever contemplated a covert action program that involved kidnapping an American, they would have realized that it was a virtual certainty that we would have discovered it, and that would have killed it stone dead,'' a senior American official said.

^ I'm not saying R&AW instigated those kidnappings. All I'm saying is R&AW & IB combine with the help of the IA could have either prevented, or rescued those hostages.
