I'm unsure what NATO's policy is regarding protecting Finland but I'm not sure that even Putin is willing to test and find out. While Finland remains outside NATO, an attack would be viewed by most as a direct attack on the heart of Western democratic civilization and its economy.
The Finnish government wants to move toward closer ties with NATO but that view does not seem to be shared by most of the population (only 25% want NATO membership). Finland has economic concerns, among them Russian tourists to their country. While NATO membership may be the prudent option for Finland there is the risk of offending the voters at home.
