I had assumed that the US Department of Defense and the US Department of Veterans Affairs had corrected all the complaints about soldier/veteran care during the Bush administration many years ago when embarrassingly shoddy conditions were exposed at the Walter Reed Army Medical Center in Washington D.C.
I began having second thoughts after reading 'Duty: Memoirs of a Secretary at War' by Robert M. Gates who served as Secretary of Defense under presidents Bush-43 and Barrack Obama. Gates devoted an entire chapter to the systemic bureaucratic problems of providing good health care to both active soldiers and military veterans. He characterized this battle as his greatest failure.
Gates was right. Recent revelations by whistle-blowers say administrators at VA hospitals 'cooked the books' in order to meet required standards and receive pay bonuses. It has been alleged that 40 veterans have died at the Phoenix VA facility due to fraudulent book-keeping. Whistle-blowers have now come forward in 13 states to claim similar deaths due to fraudulent book-keeping.
