While situation is somewhat better that the last few days, the problem of landslides now emerges as the greatest threat and that hillside on the river Drina is especially critical. Also, I think that I will be able to give a roundup during the weekend.

There are a plenty of photographs like that, however many animals lost their lives in the floods. The removal of their carcases began yesterday and according to the reports, in little over 5 hours, they were able to remove 8 tons of dead animals, which is a grim statistics and it indicates that the loss of livestock is very huge. The saddest one I saw,were two horses drowned laying side by side. There are a plenty of stories of heroism and sacrifice but also stories of great tragedies.
However, something far worse is brewing underneath and that is the massive discontent with the politicians. Not just ones that are currently on power, but politicians in general. Rage is building up slowly but surely.

Are there any talks on how the individuals could have prevented / lowered the damages from the floods?
I remember few years back the authorities cleaned all the channels here, just so the villagers to fill them with waste few months later. Next year they got flooded and screamed mother for some help.
Since we have similar mentality, was that the case?
In the other news there are reports on miscoordination between the relief teams, so you have a situation where people ask for something which is less then 20km away in some warehouse, but noone knows the guys next door needs them.No such thing as a good tax - Churchill

This one won't be easy, considering the gravity of the situation and the consequences that are awaiting to sink in. However the biggest danger, by my opinion, comes from fear that we haven't learned anything and that things will remain the same. Until new, stronger event than this, wipes us out from the face of Earth. I happen to believe in global warming and recently things are getting a bit more clear with my growing interest in fluid dynamic and all that aero stuff, however I am still light years away from grasping the issue. Recently, I've made a classic nob error, when I wrote an essay for the portal where I work, mentioning the principles of fluid dynamic without much depth and the whole essay was ridiculed by someone whom knows more. I will try not to make that same mistake again.
When seen from all sides, "Tamara" was an ordinary meteorological event, one that happens on regular basis in the Atlantic and the Pacific and some times over Mediterranean sea. What is out of the ordinary is that it accrued on the land and that is the big mystery. Since 2006, I've been hooked on the met office site and I have their links to IR satellite bookmarked. I don't watch weather forecast, yet I try to make my own. In most cases, I am fairly accurate. But for this one, I was too busy with work and haven't watched the geneses of the system that caused all this, however I saw the aftermath right after it passed and judging from previous experience it was clear what has happened. Again, like many years before, a stream of air, formed over Ukraine and Russia, t created a barrier that prevented the usual flow of air to the east. Since the the air was unable to pass, it stagnated and produced an turbulent flow that was sucking all incoming moist air from Mediterranean sea and the Atlantic, which, since it was unable to move to the east, only piled up gaining energy and humidity, which ultimately turned into heavy rain fall that caused flooding in a very short period of time.
This flow of air is responsible for heat waves as well, during the summer, since the hot air rises from the equator and it is picked up by the Atlantic current and carried out eastwards. I don't know how it is formed or why it is there, but I know that it affects the flow of air. There are many factors that affect movement of air, such as pressure, temperature, momentum, mass and their interaction with each other and with surroundings is abysmal to calculate and predict without rock solid knowledge and super computers. Which leads us to my flop at the portal.
According to Bernoulli law, high pressure means low speed and vice versa, low pressure means high speed. That is how you squeeze the tooth paste out of the tube, by inducing pressure on the paste aka fluid. As far as I understand, the pressure is increased at the expense of speed and the speed is increased at the expense of pressure as the fluid tries to find equilibrium between static (internal, or its own pressure) and dynamic (external pressure). Judging by the infra red images, "Tamara" was cold and slow and the stream was warm and fast, so those two should equalize pretty easy, since "Tamara" had more mass and it should just plow trough the stream. But it didn't, yet opposite happen. My explanation stopped there, with the permutation of the equation, which made me look quite stupid. However, now, when I think about it, there was one thing that I overlooked. As we were driving trough it, when we were returning from village, "Tamara" didn't had any thunderstorms. It was like it was completely discharged or had very low electrical charge. Air that is faster, has more kinetic energy so on that field Newton trumps Bernoulli, however faster air creates more friction, more electrical charge, so on that field, it might be that the faster and direr air, with more kinetic energy and higher electrical charge was able to counter the sheer mass of "Tamara" leading it to a standstill. The stream than was combined kinetic and electric (electromagnetic) energy and it was higher that "Tamara's" and it was able to stop it on that basis.
What ever the reason was,someone with greater knowledge will explain this better than me, now we have to deal with the consequences. And they are dire.
Damage is vast and we are poor, which is a big problem and the solid basis for the creation for fear that comes out of sheer despair created by sudden loss of homes, property or businesses and where is fear there is anger. There are two major directions with which media spinning tries to control situation. One is "Wrath of God" camp, which states that its God's will and in some extreme ways, a warning for the "Pride" parade, which our church hates so much. Other camp is pseudo scientific and it revolves around "chem trails" and HAARP, stating that it is all American fault and that they continued the 99 aggression now with usage of meteorological weapons. What is common is that both of them have the tendency to blame the West for this, either because it demands gay rights or uses meteorological weapons.
I place all of these theories in the BS folder, with one small exception.
Problem was not so much the event, problem was the response and the response was weak.
After the end of Milosevic's regime, our armed forces were reformed and reorganized to fulfill three basic missions. First one is the defense, second one is helping the civilians in cases of natural disasters and third one is the UN missions overseas. Out of those three missions, it appears that the third one was the main, while first and second were pushed aside. The result was the creation of armed forces that cannot fulfill the basic defense role and cannot help civilians in the times of emergency. This was done on purpose and it was done up on request or order, from the West, since in order for the peace to exist in the Balkans, weak armies ensure the stability since no one has the power to club the other one. The reduction of armed forces both in size and technical capability, combined with decreased budget, lead to massive destruction of military hardware, namely mechanical units (tanks,trucks,APC's, IFV's and others) but as well army engineers with their heavy equipment. This reform was done with the "help" of British and Dutch advisers and it was expensive and equally destructive.
The Yugoslavian army was able to preserve its capability during the NATO campaign and survive operations almost intact only to be completely wiped out with the stroke of a pen, during the peace time. From the NATO's perspective and the American perspective (although it is NOT American perspective, yet its Zbiggy and his friends or worshipers perspective) I can understand the need to melt away tanks, artillery, apc's and IFV'S but why engineering equipment? If the British advisers still behave with the touch of colonial mindset, meaning that they don't actually care what is best for the colony yet they are concerned how much the colony can give to the Empire, the Dutch advisers, with their experience with the dams and flooding, ought to be aware that the hydro-geology of Serbia does not tolerate lack of army engineers. The only plausible answer, for this was the fact that they had the mission to pacify Serbia so that it could not wage wars again, in the interest of Balkan peace (don't mind the fact that other nations have similar insane plans just as well as Serbia, the Great Albania,Croatia,Hungary,Bulgaria) and in that process army engineers were collateral damage.
Under this layer, lies the poverty, rising social rift and beneath it the tomes of unanswered questions all the way from World War 1,
This flood swiped away much more than homes and cattle, that one is for sure and it is almost certain that this year will be very interesting.

Why they have the need to believe in such things? I guess that it relieves them of responsibility and thus consequence of inaction. We are at the mercy of God,Cosmos,Americans,Russians...floods, heat waves...Always someone else is to blame or to celebrate, but its never us. That passivity drives me nuts.
But you know what? We are not going to wait for the re run of this event for long. It appears that the next one is due in two to five years and than it will be on the yearly basis. We are going tropical.Last edited by Versus; 26 May 14,, 08:14.
