  • What are these?

This is a question for Rusty...

In this picture, what are the bars surrounding the funnels? Hand rails? Foot rails? Antenna? If they're handrails, why do they change heights like that? That leads me to think that they're foot rails.

    What are they?

They are both hand and foot rails, in that area no doubt for painting the stacks and the interior "ahole" and perhaps servicing the steam outlets at the top of the stack outlets. You also find these in the bridge facia area and the turrets for painting/maintenance. On some ships there is also a "floating beam" or swing beam in those areas. An added comfort is you are also able to "tie off" to them and move somewhat freely with a safety harness.

Dread has it exactly correct (almost). They are actually foot rails but the staggered ones mid-way up the stack cap can also be used as handrails to attach a safety line from you body harness.

You will notice that the "true" handrail (smaller diameter pipe) actually runs around the top edge of the stack cap. So the mid-way foot rails have be raised a little around the sides and the front of the cap which increases in size and shape of a well expanded beer belly.
Able to leap tall tales in a single groan.

I'm sure they were also used to tie down the stack covers while at cold iron in port..
