Is it possible for NASA to create a replacement for the RD-180?

I find it odd that US relies on the Russians to launch their non-missile rockets into space.

Why did this happen?

Is it possible for NASA to develop their own in a reasonable amount of time and budget to replace it?

Not with the cut budgets ;)

Otherwise, I'd bet NASA is still the best space agency around wrt know-how.
