    Punjab politicians involved in drug trade: Former DGP


    Chandigarh: Punjab's former DGP (prisons) Shashi Kant has alleged that ministers from major political parties, like Shiromani Akali Dal and Congress, in the state are hand in glove with the drug mafia.

    In a statement, Shashi Kant told the Punjab and Haryana High Court that he had submitted the list of the names of the ministers to the then state government around six years ago.

    The former DGP of jails in Punjab also alleged that politicians use the profits generated by the drug trade for election purposes.

    The state police help these ministers in running the business, added Shashi Kant.

    He had recently written a letter to the court on the drug menace in Punjab. His letter was considered as a PIL and he submitted a detailed report on the menace to the court on Monday.

    The High Court has sought a reply from the Punjab government over this allegation.

    Last year, Shashi Kant had openly pointed out that the drug mafia was freely operating inside Punjab jails with the "patronage" of police officials.

    The then DGP even said he was under "threat" from the drug mafia as he had initiated steps to control the use of drugs inside jail premises in Punjab.

    Shashi Kant had earlier also said he would expose the nexus between the drug mafia and 'influential people' in the state.

    Punjab, which shares a 553-km-long fenced international boundary with Pakistan, is a major transit and destination point for drugs coming from the Afghanistan-Pakistan route.

    Recent studies have indicated that over 60 percent of people in rural areas of the state could be addicted to drugs.

    With just 1.5 percent of the country's geographical area, the frontier state has earned the dubious distinction of recovery of the highest volume of drugs in the country in recent years.

    The total drug seizure in the state in recent years is much higher with multiple agencies like the Border Security Force (BSF), Directorate of Revenue Intelligence, customs department, anti-narcotics cell of Punjab Police and others involved in the recovery process.

    Unemployment is rampant in Punjab. Punjab's education sector has been driven into the ground. The government, which has drove the state's economy into heavy debt, has been in overdrive mode opening up liquor vendors in every nook and corner of Punjab. They're trying to balance their books with income from liquor excise, which in turn has created a massive alcohol addiction problem. There is a massive influx of drugs from Pakistan and state authorities have long been suspected of being involved in the illegal drug trade.

    Nothing, I say nothing happens in this country without the knowledge and patronage of the politicians and the police. They are hand in gloves thugs.

    Tronic, how come unemployment is rampant in Punjab (having such fertile land-mass)? What about industries (services/manufacturing)? 60% people in rural areas addicted to drugs is significantly higher than states in the North-East.

      Not surprising, since Punjab is No.2 on the highest number of drug addicts in India.
      It is reported and believed that SP (Mulayam and gang) gets most of its funds from trade in raw opium/ hashish.

        The problem is that farming has become very expensive since the insecticides and herbicides are not regulated properly by the Indian government. (India is the only country still using DDT! ). This has resulted in a mushrooming of chemicals being used as the fields become habitual to the previous insecticides. The profit margin from crops is getting smaller day by day, so farmers and landowners are not able to pay the same rates to the labour working the farms. This meant that the local labour eventually got replaced by Bihari migrants who agreed to work the farms at much lower wages.

        Industries are there but only the poorer folks agree to do the labour jobs, while the middle and upper class youth, flush in money due to the skyrocketing of prices of farmlands, refuse to work labour, don't pay much heed to education, and spend their time and money on alcohol and drugs.

        Historically, and culturally, the military had always been the traditional choice for Punjab's youth. Almost everyone who didn't pursue higher education after 10th standard would be expected to join the military. Since this resulted in states like Punjab and Haryana having a disproportionate representation in the defence services, the Indian government curbed it's recruitment from these states, following a policy to recruit men in proportion to the population of the state. This means a 2% recruitment quota from Punjab. A large drop, when you take the fact that only a few decades back, more than a quarter of the Indian army was Punjabi.

          Most states rely on regular stimulus packages. If we go deep, almost all of these states engage in illegal activities for the sake of tallying their incomes and expenses.

          Though such a setup could also help elections. The NREGA scheme gives jobs to the poor across whole india. Every year, the poor are given few hundred rupees so that they can build a temporary pebble road. Every year the rain water washes away the pebbles along with the road so this road is built every year. In the end, the poor get minimum wage employment. The govt gets their vote and it also gets to show statistics of the no of roads built every year.
