It's incorporated into the efficency of the reactors. Some of the safety measures were "aha" moments when they figured that not only does it add to safety but also increase reactor efficency. In short, if you are 100% sure of the automated safety measures, you can let the reactor run hotter than you would trust with a human eye.

Of course the Chinese are collaborating with the West to build NPP's in China, how else would they learn?

The IAEA appears to classify the ACP1000 as a third generation NPP, which would loosely place it among the 1990+ designs:

The ACP1000, also developed by CNNC, is an 1100 MW(e) three-loop advanced PWR. The reactor core of this advanced light water reactor is composed of 177 advanced fuel assemblies, increasing power while ensuring a sufficient thermal safety margin. Both active and passive safety systems were adopted in the ACP1000 design to perform functions such as emergency core cooling, core residual heat removal, melt core retaining and cooling, and containment heat removal. It also contains enhanced protection for external hazards. It also offers an extended plant design lifetime (60 years) and refueling cycle (18 months) for an improved economic competitiveness.
I won't argue that it is as advanced as the Western offerings, but your suggestions that it is technologically equivalent to the Chernobyl NPP appear far fetched.

1990 Reactors were all designed in the 70s or did you think they can come up with a reactor design in 2 years time?

The designs in the 1990's would have taken the lessons from Chernobyl into account ...

Oh for Pete sakes, there isn't going to be another Cherynoble, just as there isn't going to be another Three Mile Island just as there isn't going to be another Fukushima. You can prevented all three with the technology that was available at the time. Cherynoble would not have had happened had the managers not override the safety protocals.

That's not the point. The point is that since Cherynoble, they have figured out new problems and new solutions and you're not going to get those.

OK, fine - like I said, as long as the proposed Chinese NPP's function per spec for an amount of time needed for the investment to pay off, who cares.

While the additional improvements in safety technology that you are referring to would be welcome, the technology being obtained has been used around the world without any major issue for a while and the primary objective is to set up NPP's to offset a part of Pakistan's power generation shortfall, which these proposed Chinese NPP's will serve just fine.

Chernobyl was a graphite moderated reactor. This one is water moderated.

                Huge difference.

Since when have the Chinese cared for proprietary rights?

It will be interesting to watch how this one goes through without the US actually giving a nod.

So long as its safe generator of power I dont see why they wouldnt.

Something like this can be a good thing too considering some of the living conditions you see.

China Nuclear Power | Chinese Nuclear Energy

                        Intersting tidbits:

Most of mainland China's electricity is produced from fossil fuels (80% from coal, 2% from oil, 1% from gas in 2006) and hydropower (15%).

While coal is the main energy source, most reserves are in the north or northwest and present an enormous logistical problem – nearly half the country's rail capacity is used in transporting coal.

In 2011 China consumed 3.7 billion tonnes of coal, some 47% of world consumption.

China's installed capacity of nuclear power is expected to reach 40 GWe by 2015." The installed generating capacity of wind power is expected to reach 100 GWe by the end of 2015, and that of solar energy is expected to exceed 21 GWe by then, with a total solar heat collection area of 400 million square metres.

In the area of civilian Nuke power, there is a good synergy between US and China and boht sides would like to keep that under the radar.

Westinghouse, China ink SMR nuclear deal - Power Engineering

Westinghouse and China’s national State Nuclear Power Technology Corp. (SNPTC) will jointly develop a small modular reactor (SMR) design licensable in both the US and China after the companies issued a Memorandum of Understanding Thursday.

According to a statement from Westinghouse, the new SMR design will be based on the Westinghouse Small Modular Reactor design, which is based on the company’s AP1000 nuclear plant design. Westinghouse and SNPTC are already partners in constructing a group of AP1000 plants in China. As a condition of their agreement to build AP1000 plants in China, the Chinese are developing a CAP-1400 nuclear plant based on the AP1000 design.

                          13 June 2013

Lockheed Martin and China's State Nuclear Automation System Engineering Corporation (SNPAS) have extended their cooperation in the development of reactor protection systems for Chinese nuclear power plants.

Lockheed Martin's nuclear systems and solutions division and SNPAS - a subsidiary of State Nuclear Power Technology Corporation (SNPTC) - signed an agreement in late 2010 to cooperate on the development of safety systems for use in the CAP1400, a Chinese derivative of Westinghouse's AP1000 design. A dedicated development facility was set up near Scranton, Pennsylvania in early 2011, since when a technical development team from SNPAS has been on-site.

                            yup.

State Nuclear Power Technology Corp (SNPTC) formed a joint venture with Westinghouse, the U.S. nuclear group owned by Japan’s Toshiba, to help sell Westinghouse-based nuclear reactors globally, Westinghouse said in a press release.

China is a hard working country and remain busy creating something new. In the last few years they have made good name and making progress very rapidly. Now they are in condition to export nuclear plant and make some money.

China is a big country with a lot of hard working people. They have worked hard to make their name. And make great progress in the last few years. Now they are in condition to export nuclear plant and time for them to make some money.
