    This is the historical background of the general dispositions and ideas, that lead to actions. From the Serbian side, that is. In the next chapter I will deal with the Kosovo during the Milosevic rule.

    I am sorry if my writings are a bit unclear as I am trying to make it be readable and to make sense in the same time, although most of the things that were done here counter the normal human logic and are deeply irrational. Also the weight of the events and the consequences those events left is tremendous although they look melodramatic from time to time.

        Basically, all of the above mentioned countries (except Montenegro and later Romania) were not happy with their share of Macedonia ;)

        Again, you are forgetting Bulgaria as a Slav and Orthodox state.


        Katchaks or Balistas terrorized Albanians as well. Also in Macedonia.


        Italy supported Albanians, Germans supported Croats, UK and Russia supported the respective Serbian formations (UK the Cetniks, Russians the Partisans), Macedonians and Bosnians were supported only by the Yugoslav Communist Party.

        You will notice the last two never had pro-axis movement or collaborators.

        Slovenians couldn't go to the toilet without being spot by at least 3 German soldiers, so it's no wonder they had no significant movement there.
        Germans recruited Bosniaks along with anyone else who would join them so your wrong on that point.

        Annexation of Bosnia is also a prelude to WW1 which if it didn't happen and Serbia amalgamated it along with Novi Pazar Sanjak at the time would have most likely prevented an eastern front in WW1.

          I stand corrected, forgot the 13th Waffen SS division.
          But since they were Muslims (thought it's religion, not a nation) recruited by Croats...

            The Hanchar or scimitar division was Waffen SS division that was consisted out of Muslims but its national composition was multiethnic and included Albanians as well. Reports vary from side to side, about its effectiveness on the battle field. But one thing that needs further investigating is its involvement and ethnic cleansing in Srebrenica region during the WW2. The mass murdering of Bosnian Muslims during the civil war there, reflects the long burred hate towards them so it is possible that the Srebrenica was a historical payback from Serbs.
            I am not trying to justify the Serbian actions or causes in my writings, all I want to do is to place them in the correct context so that they could be understood as correctly as possible. This is their insignia.

              Tensions

              Slobodan Milosevic was communist and internationalist. He didn't had national feelings nor understanding of national policy. For him, Serbs as a nation did not exist. Also,Serbian national identity did not exist for Slobodan Milosevic. Therefore national interests of Serbia as a state did not exist at all. Those interests could not exist because Serbia wasn't the national state. It was multi ethnic society. Serbs were the major group in Serbia, Serbia as a geographical region, but they were not the only ones.
              Serbia consisted than out of two provinces. Northern province of Vojvodina and southern province of Kosovo. In Kosovo, Albanian population was majority but since Kosovo was province of Serbia, Albanians were considered minority. In Vojvodina, Serbs were majority while minorities were ranging from Hungarians, Croatians,Romanians, German, Slovaks, Romanians, Roma and many others.
              The general disposition was, that politicians in Vojvodina were wealthy oligarchs, whom abused power in order to gain personal economic gains, they were simply wealthy and rich people whom were living a good life. Vojvodina is agricultural land and mostly flat. It also has some oil deposits and oil refineries. Around 20% to 30% of Serbia oil needs, comes from that area. Oil presence there is actually a part of stretch that goes all the way from Croatia to Romania since at that region, a Panonian sea existed which created oil deposits. Recent political tensions point toward that direction, since Vojvodina is working hard towards its separation from Serbia. Kosovo is another story. It is rich with mineral, metal and coal deposits and the flat plains of Metohia offered fertile land for agriculture.

              All Milosevic wanted was power. Power to govern to be THE man. So the bigger the territory and the bigger the population is, his interest is bigger. Since he doesn't have the national feelings and he is internationalist, he didn't care about nationality and formulated his policy according to how many people he can pile up under his power while the composition is irrelevant. So his plan was never ethnic cleansing since if he cleansed others he would be left with a single nation and had to run national policy which he didn't understand, since he is a communist. Nationalism for him was an enemy. But when the Berlin wall was taken down, the communist ideas disappeared, so the idea of multethnic Yugoslavia was his last safe haven. He gave himself a mission to preserve it under all conditions. He wanted to be the new Tito. A person which will be adored by everyone, regardless of nationality or religion.
              So the first step was to create the base, which was unified Serbia. So he used nationalism to unite it. But since Serbia was multiethnic, unification based on ethical principle is bound to produce tensions between nations. And it did in Kosovo.
              The soon he proclaimed his plans, Albanians in Kosovo started to rebel and demonstrate. Massive demonstrations erupted and Milosevic used national tensions between Serbs and Albanains in Kosovo to create movement and gain Serbian support for his plan. He needed Serbs, because Serbs were dispersed all across the Yugoslavia so any republic whom wanted to avoid destruction needed to have good relationship with Serbs. He was counting that the fear form conflict will be enough to keep the Yugoslavia together. That is why he started to point out at the World War 2 and the Serbian genocide, sending the message to others that Yugoslavia and the peace it creates can be sustained only if the Serbs are respected and that others need to respect him, because he controls the Serbs whom are starting to awake from the Yugoslavian dream. But since he was an bubble head whom lives the romantic idea of peace and unity, without national feelings and national identity, he saw national identity as the main cause for problems. But as such, he couldn't govern Serbia, since the nationalism is based on brutality not romantic ideas. So he assumed the role of nationalist. He needed to look tough and ruthless, but deep with in he was romantic bubble head.
              Demonstrations in Kosovo were countered with serious force and were very violent and bloody. They happened in 1989. On july 2.1990, Autonomous Province of Kosovo self declared that it is the seventh republic and immidatley just like Slovenia,Croatia,Bosnia and Macedonia declared independence from Serbia. Serbia replied with new constitution that canceled the existence of autonomous provinces.
              Milosevic united the Serbia on paper while Republic of Kosovo began to exist in reality. Parallelism was introduced. So from 1990 two states existed that didn't recognized each other. The Kosovo republic and the Serbia. From that moment, two realities formed, Albanian and Serbian. Albanians on Kosovo formed all institutions except armed forces. They went underground. Milosevic took that as proof of submission and Albanian defeat and turned his head from it. Intelligence community didn't, it kept a close eye on the Albanians. Actually from that period, police presence in Kosovo increased dramatically and the Kosovo was under police control from that moment till the 1999. During that time, police oppression towards Albanians rose. Constant raids, beatings and oppression. Albanians had to pay two taxes, one for Serbia and one for Kosovo since they were living in reality in two different states. This increased the poverty levels and overall misery in Kosovo.

              When Slovenian war happened, it showed the impotence of Yugoslavian defense system and doctrine and Milosevic started to doubt in his plan. When Croatia happened Milosevic used fear in Serbian population to promote his idea. The JNA was used to manage the conflict between Croats and Croatian Serbs. JNA was seen as a buffer force but when it became clear that Croats are really nationally moved and successfully defeated the JNA, gaining its weapons, Milosevic gave up the idea of controlling the Yugoslavia. So he and Croatian president Franjo Tudjman made an agreement to end their spheres of influence in Bosnia. When the Bosnian war happened, Serbs were allowed to have access to the JNA stockpiles and created their armed forces, while Croatia armed Bosnian Croats and set up its sphere of influence in Bosnia. In the middle were Muslims whom made the alliance with Croats and fought Serbs. When it became clear to the Bosnian Muslims that the Croats are unwilling to attack Bosnian Serbs, they attacked them. This happened in 1993 and the conflict lasted till 1994.Under the pressure from United States, Croatian president Franjo Tudjman withdraw Croatian forces from Bosnia After that, united again the Bosnian federation forces (Bosnian Croats and Bosnian Muslims) began attacking the Bosnian Serb positions. In 1995, after NATO bombing the joint operation by Croats and Bosnian Federation, erased Croatian Serbs and defeated the forces of Bosnian Serbs. The advance of Bosnian Federation armies, supported by Croatia and NATO was swift and hard. Operations lasted till November 5th 1995 and ended with the Dayton agreement which ended the Bosnian conflict. Slobodan Milosevic cut all ties with Bosnian Serbs, accelerating their pacification. He feared that the Bosnian Serb nationalism and he saw it as a threat to his own regime so he ditched them which resulted with peace accord. He used this to present himself as peacemaker and was called the factor of peace on the Balkans by US envoy Richard Holbrooke. He liked that a lot, it was pleasing to him since it felt recognized as something significant.
              In 1996 Milosevic addressed the problem Kosovo trough Catholic charity organization Community of Sant'Egidio, which acted up on request from Mother Theresa whom was Albanian. The agreement was supposed to allow Albanian students and professors to return to the University in Kosovo and resume education in the university facilities The agreement never took place in reality. Milosevic than settled the 16.000 Croatian Serb refugees on Kosovo.

              This was the tipping point for the Albanians

              In 1996 first murder that was claimed by the KLA happened in Glogovac. KLA claimed its responsibility from the airport in Skopje. Proclamation and the responsibility was sent trough faxmachine. In autumn 1997 massive demonstrations accrued on the entire Kosovo, where Albanian students demanded to have their own education system excluded from education system of Serbia. Demonstrations were crushed and in the next few months number of KLA murders started to rise.

              The insurgency has started.

                Insurgency.

                In 1994, Kosovo Albanians (National Movement for the Liberation of Kosovo, founded May 25th 1993 )formulated military preparations for war and doctrine. Document itself was in 3 tomes and carried the title :” Questions, strategies and tactics of liberation war)”

                At the begging KLA actions were focused at the Albanians whom cooperated with Serbian state. After that phase was done, they started attacking the police units. They were more or less uncoordinated but according to police reports, two major groups were most prominent, one from village of Drenica and one from village Jablanica. The Drenica terrorist group, lead by Adem Yasari attacked Serbian police patrol, leaving 2 dead and 4 wounded, in January 1998, in the village Srbica in the Drenica municpality. Police responded and it was fought back from the houses of Adem Yasari. His group attacked again, and in ambush at the village of Likosane, in February 1998, 4 police offices were killed and 2 wounded. During the action in the Likosane village, 4 KLA members were killed but also 14 civilians. After this incident, police attacked the house of Adem Jasari, killing him and members of his family (56 in total). This was the first incident that brought up the media attention and Slobodan Milosevic was accused for excessive usage of force.

                This event homogenized Albanians and KLA got massive support. Their numbers started to grow and as it grew so did the incidents. The number of killed Serbian police officers started to grow. KLA started to kidnap civilians both Albanian and Serbian, killing them in the most brutal way . US and EU ignored the atrocities and killings made by the KLA and focused only toward actions of Serbian security forces, making the picture black and white. They responded with a plan to set up a mission in Kosovo to oversee the situation. In April 1998 Milosevic held an referendum about that and after the results were negative he rejected the plan. At the same time, economic sanctions were tighten and the voices in media started to openly advocate bombing of Serbia. Most of the war reporters from Bosnia came to Kosovo. Their reporting was totally biased and represented only the Albanian point of view.
                After the collapse of Albanian state, due to pyramidal banking schemes, huge stockpiles of weapons were available. The price of one T-55 tank was 500 US dollars at the time Kosovo Albanians than started the smuggling operations to transport that weapons across the border with Albania. During the spring time of 1998, all the weapons that KLA used were mostly from Albania. In order to train its troops, Kosovo Albanians were crossing the borders illegally and went to Albania to train. In those training camps, they were trained by contractors from US,UK and Germany and as well by Albanian Army. Than on their way back into Kosovo they would carry additional weapons and ammunition along with their personal weapons. The border line between Albania became hot and extremely dangerous, since the formations of Albanians that were crossing the borders were ranging from 400-1000 men. In summer 2008 KLA was 28.000 men strong. Incidents became the daily appearance. From Albanian villages, KLA started to attack Serbian police officers, kidnap civilians and committing atrocities. Police counter actions also gained strength and with the escalation of conflict the number of civilian deaths began to rise. Police tried to secure the communications by positioning check points only to find itself in a hopeless situation and exposed to constant attacks by the KLA. Their tactics was hit and run and after every attack, police would perform the sweep action. Due to total hate between Albanians and Serbs, police officers whom were captured by the KLA on the check points were massacred in a way that even surpasses the Ustase crimes. This increased the police brutality. And every time police went on the sweeping action, foreign tv crews were there to film it. During that period KLA acquired 5000 Barret M82 50 cal sniper rifles and armbrust missiles, togeather with MM-1 grenade launchers along with other weapon systems. In June 1998 KLA controlled 40% of Kosovo territory. The Decani enclave was encircled and under constant attack by the KLA. In operation of breaking the siege at Decani, for the first time in public, the Yugoslavian army was used.
                Also at that time, the Special Operations Unit of Serbian Secret service, used the Mi-24 gunships in those operations.

                During the siege of Decani, US and EU accused the Serbian state of ethnic cleansing and genocide and ignored KLA actions and crimes. Richard Holbrooke met with the top KLA commanders at the village of Junik on June 25th. Western media went berserk in their reporting, totally biased screamed for NATO bombing. NATO responded with the exercise over Macedonia and Albania. Milosevic went to Moscow in the attempt to gain some support but returned empty handed.

                After Holbrooke visit, KLA took control over the coal mine Belacevac,in june 30th 1998, that supplied the coal for electric coal plants. This KLA operation significantly endangered the strategic resource,the Serbian power grid. Multiple rocket launchers were used, howitzers and heavy guns that supported the advancing security forces. The mine was secured, but the 9 Serbian workers captured by KLA was never found, live or dead.

                During the july, KLA made a plan to take at least one major city in Kosovo. Their target was city called Orahovac. On July 17th large scale KLA attack came and the Orahovac was taken at the end of that day.

                This action could not be tolerated and the massive counter insurgency operation began. Orahovac was secured after two days fighting but the KLA left with 80 Serbian civilians, that included women and children. After negotiations with the Red Cross, KLA released women and children but kept the men. Those men were never recovered. During this operation, the number of Albanian refugees was around 200.000.
                Serbian security forces manage to take almost all KLA bases. Milosevic was happy with this and organized negotiations with Albanians. He formed negotiation team but no one from the Albanian side responded. Instead they increased their pleas to the international community demanding the NATO intervention.
                KLA was constantly provoking response from the police and the military, often using heavy 50 caliber machine guns and snipers, hill cannons and massacres. First KLA crimes were discovered than, at the village of Klecka and Radonjic lake, police discovered 30 bodies and in Klecka, after torture, rape and mutilation, KLA burned 22 civilians. Among these victims were women and children. No Western media ever reported this.
                Police and security forces were equally brutal toward Albanian civilians, burning their homes and killing civilians. Most of the police officers in Kosovo were from Kosovo so these acts of revenge were frequent.

                Albanian media campaign was flawless, every action of Serbian security forces was presented as ethnic cleansing and genocide.

                Pressure was rising and under US and EU pressure, Milosevic backed down and retreated the some of the security forces. On October 5h 1998 Federal Republic of Yugoslavia declared the state of emergency. NATO declared that it is ready to carry out airstrikes. There was intense diplomatic activity involving Milosevic and Holbrooke resulting the agreement which allowed NATO to perform reconnaissance missions over Kosovo and international observers, around 2500 of them was sent to Kosovo to oversee the truce between KLA and Serbian security forces. Actions of Serbian military and police were drastically reduced. This cease of fire, KLA used to fortify its positions and build new bases for training. It intensified rearming and training efforts in Albania and Kosovo. During the winter of 1998 there was one crucial incident on the Yugoslavian border. On the mountain Pastrik large group of KLA was ambushed, losing 32 men and large amount of advanced weapons (snipers,night vision goggles, Infra red scopes, MANPADS,antitank weapons as well as 250.000 Deutche Marks). In that ambush Yugoslavian border patrol killed one of founders of KLA. KLA responded by killing 6 Serbian teenagers in a cafe “Panda” in the city of Pec. They were gunned down at the tables they were sitting. KLA intensified its activity. This time it moved into urban area. After series of assassinations, kidnappings and bombings in the city of Kosovska Mitrovica, Serbian security forces started large counter insurgency operation. It ended in village Racak, where chief observer Willaim Walker used the dead bodies he found, as smoking gun to activate bombing plans. Milosevic requested international investigation but Walker accused Serbian forces for carrying out the attacks. After Racak, the international conference was held in France, at the castle Rambouliet where Serbia got the ultimatum. The plan was simple,no significant Serbian Security forces on Kosovo, total freedom of movement for NATO troops trough Serbia and UN protectorate over Kosovo. After two years, Kosovo would be allowed to perform referendum for independence. Serbian delegation refused all terms while KLA barely accepted them. The Serbian refusal was seen as noncompliance with the plan.

                On March 24th 1999 around 20:00 PM first cruise missile hit its target. Operation “Noble Anvil” has began.

                  Operation Noble Anvil (Allied Force).

                  The moment when NATO began airstrikes, Serbian Security forces began total war against KLA. The main problem was how to distinct civilian population from insurgents so the plan was to round them up all into camps. That needed to be done quickly due the NATO bombing. But things went bad. Due to absolute hate between Serbs and Albanians, Serbian security forces tried to maintained discipline as much as they could but that wasn't always possible. Panic was spreading across Kosovo and brutal incidents mounted. Refugees started to flee Kosovo in vast numbers. Around 800.000 of them fled Kosovo.

                  Most of the attacks were carried out in Kosovo. The main task of these airstrikes was to destroy Yugoslavian security forces on the ground. In Serbia, the main NATO task was to destroy radar sites and antiaircraft defense as well as key bridges, weapon factories, ammunition dumps and fuel supplies as well as oil refineries. After three days all 50 prime targets were destroyed. But Milosevic didn't wanted to give up so airstrikes continued. Phase two was intensified bombing of infrastructure.

                  During that phase, the most dramatic event happened at the oil refinery. Large tanks, filled with Vinyl chloride monomer were not emptied when the attack came. By sheer coincidence tanks were missed, but due to fire that engulfed the refinery, pressure and heat began to rose in the VCM tanks. The order came to release the VCM into the atmosphere to avoid explosion. This was chosen as a one out of two evils and VCM was released into the air After the war ended, the VCM concentration was 100.000 larger and a new type of cancers developed around the refinery. If the VCM tanks were allowed to explode, considering the amount, it would be equivalent to the 10 KT nuclear explosion.
                  The destruction of infrastructure continued, taking out Belgrade landmark radio tower. After that the main TV station was hit, killing journalist, cameramen and technicians. In the next couple of days NATO struck Army HQ, Police and Federal Police main buildings. This caused severe danger of block fires since the warheads were most likely incendiary, so firefighters were rushed to contain the fire. Shortly after they arrived and stared to put out the flames, NATO struck again, this time killing the firemen and destroying their vehicles as well as building.

                  Operation Arrow.

                  After 15 days of bombing, land operations were launched. On April 9 at 3am the artillery barrage started to pound Yugoslavian border outposts and positions. KLA fled to Albania, where it was rearmed and reorganized. The artillery barrage ended af 6:15 Am followed by massive infantry assault. Fierce fighting accrued on the border region of outpost Kosare, Grozoup and the mountain Pastrik.

                  Overwhelmed by the joint KLA/Regular Albanian army assault the Yugoslavian Federal Army troops were forced to retreat suffering heavy loses due to the terrain which worked in the KLA favor. The lines were stabilized after a while and the Yugoslavian forces got reinforcements and began counter attack. NATO had observers on the ground which guided the ordinance toward Yugoslavian positions. NATO used mostly cluster bombs, so advancement was slow with large number of wounded. On the border with Albania NATO used B-52 strategic bombers and performed carpet bombing on several occasions. Additional support was provide by AH-64 gunships whom engaged Yugoslavian positions with 30mm cannons and unguided rockets. Total number of troops involved was around 15.000 KLA/Albanian/Mercenary forces and 8.000 Yugoslavian security forces. NATO used special operation teams as well. KLA had support of heavy 120 and 150 mm mortars and 120 mm howitzers from Albanian side as well as light mortars and heavy 50 caliber machine guns and snipers.

                  Waves of joint KLA/Albanian forces and Yugoslavian counterattacks continued to shift, keeping more or less the border line stabilized. The strategic bombing continued trough out the whole war.

                  In Kosovo, security forces continued to fight KLA insurgency and to dig in awaiting the result of operation Arrow. Every unit got MANPADS , including mine.

                  War ended on June 10th 1999 with complete withdrawal of Yugoslavian security forces from Kosovo and NATO's victory. With the Yugoslavian Army and Police retreat, almost entire Serbian civilian population left Kosovo.

                  During this period both sides suffered heavy loses, both Yugoslavian and Albanian and the final number of loses remains disputed. Numerous crimes were committed on both sides, acts of savage brutality that surpasses all crimes committed in former Yugoslavia. This was expected due to absolute hate between Albanians and Serbs. NATO, as it was expected won the war, giving the freedom to Kosovo Albanians and killing the Serbian faith in democracy. From that point Albanians in Kosovo will go forward toward the future and Serbs backward toward their end.

                    The Aftermath

                    After the withdrawal of Yugoslavian security forces and non-Albanian population from Kosovo, Serbia was in the state of shock. Regime of Slobodan Milosevic had nothing to offer to the people, except surreal mask of the reality it believed in. That Yugoslavia has defeated NATO and that the conflict ended because Milosevic policy won, which was always just and sincere but the Evil world didn't understand it. The spinning in the state media was mindbogglingly dumb. It would be considered funny if it wasn't for the tens of thousands dead. For the first time, Serbia didn't pay attention to what he was saying. It was to busy burring and mourning its dead sons. It was in state of deep coma. Isolated, bleeding, humiliated and despised from everyone it tried to find the reasons for its defeat. Milosevic was afraid for the first time and took efforts to secure his rule, by imposing new laws that reflected his paranoia. But it was too late, Serbs turned on him.
                    On September 24th 2000 he lost the elections but attempted to rig the results that resulted in massive protests that finally took him down on October 5th. He went on the public TV and addressed the nation.
                    For the first time he said the truth. That he defended Yugoslavia from the Western powers whom wanted to destroy it. That the goal of the west was to gain total control over the Balkans and that Yugoslavia was an obstacle to that. That the EU and US actually want the Balkans to be in a state of constant war and that EU and the US support this course of the events so that they could have constant reason to be present on the Balkan peninsula. Opposition parties are the NATO parties and the leader of that opposition Zoran Djindjic is the prime representative of this policy. That if it ever accepts the Western way Serbia will lose its identity and became the nation of neo slaves under the domination neo colonists. In other words, nothing ever changes. Germany is genetically Nazi, Italy and Vatican are always Roman Empire, US is world bully, ruthless band of cowboys that is actually extended and advanced runaway experiment of UK which was always been, is, and always will be the world greatest tyrant that selfishly consumes the world.

                    And they all want to devour Serbia and Serbian people.

                    Hungry West munching the Serbs as cookies. Yummy! He was booted out of the office but not by the people.
                    The famous 5th October revolution was faltered right away. The reason why Milosevic went down was simple. He became the obstacle for the very people whom profited from his effort. All those party members whom got rich, created their personal economic empires based on smuggling figured that he has nothing more to offer to the people, since every effort of his was defeated and that it is only a matter of time before country collapses into anarchy. So they performed the controlled demolition of the roof in order to preserve the structure. He was pushed of f that roof and left to hang in the Hague tribunal.

                    Once again, Serbia has missed the moment for comprehensive, coherent historical reconstruction that it needed in order to regain its identity and therefore its future.

                      The borderline insurgency

                      The whole period after the Kosovo War ended was the period of truth. Truth in a way that all masks have fallen and only essence remained.
                      The municipalities at the Kosovo borderline, Presevo, Medvedja and Bujanovac had the Albanian majority and the Albanians organized the rebellion there. The agreement between NATO and Yugoslavian security forces defined the buffer zone around Kosovo borderline. In that buffer zone no significant presence of Yugoslavian security forces was allowed. Only lightly armed and limited police presence was allowed. Since there wasn't enough security from Yugoslavian side, Albanians in those municipalities started to organize insurgency and started to cleans and massacre Serbian population there. The first incident happened at the police outpost on the borderline,when KLA from Kosovo attacked the outpost with mortars. Two police officers at that outpost were lightly armed and were asking for assistance but in order to send reinforcements to their position, that had to be announced to the NATO first, than approved. By the time NATO approved the reinforcement to the outpost, police units went to their aid but it was too late. They found them both, beheaded.

                      Albanians organized new insurgent group called Ushtria Çlirimtare e Preshevës, Medvegjës dhe Bujanovcit – UÇPMB that would operate in the buffer zone.

                      From 1999-2000 this formation started the ethnic cleansing in the buffer zone and committing atrocities that involve unprecedented sadism. Yugoslavian Security forces could not react in time due the NATO restrains. After a year of bloody massacres, NATO finally allowed the police to counter them in a broad action, but most of their members simply returned to Kosovo where they handed the weapons to NATO and continued to live as normal civilians. No charges no prosecutions. As always western media reported nothing. Incidents in that area continue till this day and Serbian police presence is significant there but their actions are limited by the agreement with NATO. Simply they are there but they can't engage anyone do anything. Secession movement is rising as well.

                      The conflict continued to spread to Macedonia in 2001. Where a broad action, was performed under the NATO supervision.

                        The demise of Slobodan Milosevic.

                        Slobodan Milosevic was arrested and transferred to Hague on June 28th 2001 where he was introduced with the indictment .According to his beliefs he rejected the Hague tribunal and defended himself without representative.

                        This event became the TV sensation. People once again were glued to the TV, watching the trial live every day. They wanted to hear the answers, they still believed in him. On that trial, Milosevic defended himself in a only way that he could. Trough perverted distortion of reality that he constructed in his mind and from which all actions came. At first he wanted to present himself as communist and internationalist whom is fighting the new world order, corporations and all that globalist bollocks. When the September 11 came he tried to present himself as defender of the free world that fought Al queda, radical islam. Not surprising for a bubble, it moves as the wind blows. Every time when he was confronted with the evidences he tried to interpreted them in a way where his actions would be seen as just and justified. None of this worked, as the Hague tribunal, was formed under Anglo Saxon rule, which he didn't understood. He died from a heart attack on March 11.2006.

                          The assassination of Serbian prime minster Zoran Djindjic, that happened on March 12 2003, marked the end of war in former Yugoslavia. He was assassinated by the Zvezdan Jovanovic a member of JSO, the Serbian State Security black ops team.

                          The Zvezdan Jovanovic-call sign the Snake acted upon order from Milorad Ulemk-Legia the commander of JSO becaouse Ulemek was afraid that the Zoran would transform Serbia in a such way that the Serbia will no longer need people like him and that he will be transferred to Hague. Overall picture reflects the paranoia that was left behind after Kosovo war ended and Milosevic was transferred to Hague. Some media define this as the attempt of corrupted state structures to avoid transformation aka the change and the opposition towards reforms. Although that is the most likely truth, due to secrecy and darkness that surrounds the world of intelligence services real motifs and the complete truth will be very hard to find. Technically, as a network of agents, powerful figures and their interests it might be explained but the context of these events remains elusive. But at the end, it really doesn't matter and all these characters are insignificant and their actions are irrelevant.
                          The only logical explanation was that the military and police, both regular and secret are the pillars of the Serbian state. What happened was a simple shift as the SFRY decomposed. As the role of federal army weakened the shift was transferred to the police and the whole transformation of structures was that the police became the army and the army disappeared. As it was taking the role of army its influence grew and so did the power.
                          Zoran Djindjic wasn't assassinated, he was executed as the enemy agent. And the enemy is the West.
