    This is the second ASA summit. The idea is to have South-South Cooperation.

    Latin American, African leaders urge speedup of integration at summit
    PORLAMAR, Venezuela, Sept. 26 (Xinhua) -- Latin American and African leaders urged rapid integration of both regions at the second Africa-South America Summit (ASA) which began here on Saturday.

    At the inauguration ceremony, Libyan leader Muammar Gadhafi called on leaders who attended the summit to transform the world that unites them.

    Venezuelan President Hugo Chavez urged the speedup of the ASA regional integration. ....

    Brazilian President Luiz Inacio Lula da Silva said that ASA member countries had achieved concrete results since the 1st ASA Summit in Abuja in 2006.

    "The South-South cooperation is the tool to build a fairer world," Lula said.

    Fifteen African and six Latin American leaders have attended the two-day summit.

    While they are at the ASA summit, seven South American came together to sign an agreement to start this Bank of the South.

    South American nations agree to start $20B bank
    2 hrs ago [AP] PORLAMAR, Venezuela — Seven South American nations on Saturday signed an agreement to create a Bank of the South with startup capital of $20 billion.

    The development bank has been touted by socialist Venezuelan President Hugo Chavez as a counterweight to U.S.-influenced international lenders and the region's finance ministers in May agreed to fund it with $7 billion.

    Leaders including Brazilian President Luiz Inacio Lula da Silva and Argentina's Cristina Fernandez formally signed on to the pact and announced that the starting capital would be $20 billion. ....

    It was unclear how much each country would contribute, but under the previous $7 billion figure announced in May, Argentina, Venezuela and Brazil were to have each pledged $2 billion, while Uruguay, Ecuador, Paraguay and Bolivia were to have chipped in smaller amounts.

    Chavez also offered to help create a "South-South bank" with African countries in the future.

      Venezuela, Libya to sign eight cooperation agreements
      PORLAMAR, Venezuela, Sept. 26 (Xinhua) -- Venezuelan and Libyan leaders are expected to sign eight cooperation agreements during their bilateral meeting in Caracas, Venezuelan ambassador to Libya Afif Tajeldine announced Saturday.

      The deals are expected to be signed by Venezuelan President Hugo Chavez and his Libyan counterpart Muammar Ghaddafi, said the ambassador at the ongoing 2nd South America-Africa Summit (ASA) in Margarita Island, northeastern Venezuela.

      Commenting on the importance of the ties between South America and Africa, he said that they can not wait for the offer of help from others and the only way to bridge their gap and to overcome the difficulties they were faced with would be their integration.

      Noting Libya "is indeed an important African country," he said the presence of Libya in the summit was very positive because "it heads the African Union and has always supported peoples of the region." ....

        9 hrs ago [AP] PORLAMAR, Venezuela — Libyan leader Moammar Gadhafi called for a NATO-like defense alliance for Africa and South America as leaders from the two continents agreed to link up to gain more clout as economic and political blocs.

        Gadhafi and Venezuela's Hugo Chavez led about 30 presidents in calling for stronger "South-South" ties at a two-day summit ending Sunday that was the Libyan ruler's first visit to Latin America.

        "We have to form a NATO for the south," Gadhafi said Saturday.

        He denounced the U.N. Security Council as an elite club where nations such as Libya have no voice, and called for the two continents to unite to demand change. ....

        Chavez said Venezuela is looking into energy investments in Africa and called for joint mining projects, saying the two regions together have enormous potential. ....

        Seven South American leaders signed an agreement to create a regional development bank with $20 billion in startup capital, and Chavez offered to help create a "South-South bank" with African countries in the future. .....

        "We're 65 countries with more than 1 billion inhabitants who want to be heard," said Brazilian President Luiz Inacio Lula da Silva, who agreed with Gadhafi that the Security Council has "lost relevance."

        Leaders called for U.N. reforms and agreed to deepen cooperation in energy, mining, finance, agriculture and other areas. ....
