I've spruced up the social group settings a little bit. Currently there are two categories of social groups, By Locale and Common Interest.
There's now a link placed in the navbar (red line with links below the PM box) that links directly to the Social Groups page. From here, members can join and create groups.

Members are encouraged to create away and carve out their own little corners. For example, groups based on common interests such as modeling, sports, political affiliation, nationality, military (whether unit, branch, nation, etc.) and so on and so forth are things that come to mind when thinking of groups that could be created.
The Forum Guidelines generally apply to any and all groups, but they can also be relaxed. Group creators and administrators can also devise their own additional guidelines as well.

- Moderated - membership request must be approved by group administrator
- Public - anybody can join

- Пу́тин (Putin) Lovers on WAB - satirical Putin fan group
- Turks of WAB - self-explanatory
- Discworld - for fans of Discworld fantasy/sci-fi novels
