    10 June [Fox] CAIRO — Al Qaeda's top commander in Afghanistan urged Turkish Muslims in a new audio message Wednesday to send money to militants fighting coalition troops in the country, saying they are low on funds.

    Mustafa Abu al-Yazeed said many militants in Afghanistan are unable to fight because they lack the necessary equipment. "And we, here in Afghanistan, are needy of money," said al-Yazeed. "And the reason for the weakness of the operations here is the inadequacy of equipment."

    The authenticity of the audio message could not be verified, but it appeared on Web sites often used by Al Qaeda.

    Experts believe Islamic militants in Afghanistan receive most of their funding from wealthy donors and charities in the oil-rich Gulf and from the illegal drug trade inside the country.

    The U.S. has tried to crack down on those funding sources by urging Gulf governments to better police the flows of money and by engaging in counter-narcotic operations inside Afghanistan. ....

    10 June [CBS] As the global economy languished in the throes of deep recession, so, it seems, did al Qaeda.

    An audio message intercepted by CBS News, sent by the terror group's chief financial manager (a label used by Sept. 11 Commission), portrays a rare image of the terrorist enterprise: hard-up.

    This audio was not intended for mass consumption. It was not one of the typical propaganda speeches so often released on the jihadists' preferred Internet chat rooms and forums.

    Mostafa Abul Yazid ... who is also al Qaeda's senior figure in Afghanistan, is heard asking an unknown contact in Turkey for urgent financial support. ....

    The Egyptian, a qualified accountant, is suspected to have handled the finances of the Sept. 11 attacks in 2001 — a time when funding was barely a concern on the minds of al Qaeda's leadership.

    At one point, al Qaeda relied entirely on the wealth of Osama bin Laden for its funding. The group's boss once owned a private jet and bragged about owning agricultural lands in Sudan the size of Bahrain.

    In the early nineties, al Qaeda also benefited from the generous donations of Islamic charities and wealthy individuals, mostly in Saudi Arabia and other Gulf countries. It's been reported that the group's budget for 2000 was estimated at $30 million.

    Things changed, however, in the wake of the attacks on New York and the Pentagon. The U.S. government, along with the European Union and other members of the international community, embarked on a major effort to counter terrorist financing around the world, putting into force a plethora of legal instruments and new laws.

    Wealthy jihad financiers were prosecuted and dozens of charities had their assets frozen. ....

      I didn't notice this point. Recently Osama B L also make a similar request for funds.

      The complaint, the latest appeal by Qaeda leaders in the past 18 months, echoes a June 3 request from Osama bin Laden for supporters' "charity and support" for the militant network's operations in Pakistan and Afghanistan

        ironic that alqaeda which represent the Wahabist ideology of Saudi Arabia which betrayed the Ottoman Caliphate should ask the Turks for money. I do not think the turks have forgotten the arabs betraying the Ottoman Calipate.

        Anyway sufism is quite strong in Turkey so why would the turks give money to people who represent the ideology which destoryed the Calipate.

                    15 June [Canada] ..... Like-minded militants in Pakistan, Somalia and Yemen appear to have little difficulty in soliciting or extorting donations both at home and in the West and the Gulf, experts say.

                    "al-Qaida leaders, unlike their Taliban hosts who are heavily involved in the lucrative drug trade, do not currently have significant financial resources," wrote Richard Barrett, co-ordinator of the UN's al-Qaida-Taliban monitoring team.

                    He said al-Qaida was now routinely telling followers that donating was a perfectly acceptable alternative to fighting.

                    While the direct operational costs of al-Qaida attacks usually run only to the tens of thousands of dollars, other activities such as training, recruitment, travel and communications impose substantially greater burdens.

                    The decline of al-Qaida in Iraq appears to have been a serious blow because it had sometimes provided funds for the group's leadership in the Pakistan/Afghanistan border region.

                    "Iraq was very important for them. The fact that they are doing less kidnapping, extortion and smuggling in Iraq means less money in circulation," said Paul Cruickshank, a Fellow at New York University's Center on Law and Security.

                    In a 2005 letter attributed by the United States to al-Qaida second in command Ayman al-Zawahri, the group's leaders sought $100,000 from Abu Musab al-Zarqawi, then al-Qaida head in Iraq.

                    al-Qaida has denied the letter's authenticity but the intelligence community consensus is that it was genuine.

                    "Even the group's leadership in the Afghan-Pakistani border area must pay for food, living quarters, accommodations for families of fallen comrades, and security, both in terms of hiring guards and in buying the silence of their neighbours," Barrett wrote in a March article for the Washington Institute for Near East Policy. ....
