Surveillance blimps are currently in use by security forces in Brazil. The long loiter time gives them the ability to eyball the bad guys in the Favelas (slums) that wreak havoc in Sao Paulo and Rio de Janeiro. They seem to work, and since these cities are on or near the coast, appear to be able to withstand winds. I have seen impressive videos taken from these craft.

And oh by the way, very near Frankfurt International Airport there is an exit off of the Autobahn called Zeppelinheim that takes you to the Zeppelin museum. Fotos and artefacts. It appears that the Zepp's had a regular air service from East Prussia into modern Germany before the turn of the 20th Century. The photos show their aerodromes in what is now Lithuania, Poland and/or Russia.
