That's a see-through scope mount. The shooter can either use the scope or use the iron sights.

What's the fur coat for? I'd pay to see an entire PLA regiment in the "fur coat" camo.

That is from a Siberian Jackalope (jackalopus siberinsus). Note the lighter colored fur and the inward angled antlers as compared to the American Jackalope (jackalopus prariensus)

I wonder what would happen if some drunk Chinese soldiers decide to hunt a big furry rabbit for dinner and out sniper friend is in the neighborhood

I was wondering if PETA has got wind of this yet, how such camoflage might lead to slaughter of animals suspected to be enemy snipers

Err gentlemen, that man in the deer dress is not a member of the PLA, but a local hunter of some minority in that area. Apparently that is their ethnic hunting dress.
