Optics Valley of China
Optics Valley of China headquarters in Wuhan, China.
"Optics Valley of China (OVC)," a national optoelectronics and information technology economic center (www.ovc.org.cn) is rapidly developing in Wuhan, PRC, a metropolitan city of more than 7 million people in central China, approximately 400 miles west of the coastal city of Shanghai. The development of OVC is sponsored not only by local institutions in Wuhan, but also with the approval and support of the state (PRC) and provincial (Hubei Province) governments. Having an already thriving optoelectronics and information industry, Wuhan's East Lake High Technology Development Zone (ELD) has established its priority to be the largest optoelectronic and information technology center in China. Other centers of technology exist in Beijing, Shanghai, Changchun and Guangzhou. The Guangzhou center is a potential competitor to Wuhan but has a different mix of talent and resources. OVC's goals include achievement of the highest level of technology, largest size, and fastest information transmission speeds with the PRC. OVC is reformulating its areas of strength, e.g., industry, human resources, capital and research & development assets, to ensure achievement of its goals.
Implementation of the Cluster Concept
OVC will function similar to Arizona's Optics Valley headquartered in Tucson, Arizona, USA in that it will follow the Cluster Concept. The Cluster Concept is a term adopted by economists to describe the synergism achieved by an economic community that works together to achieve mutual benefit for all its members. The economic community is best if it is, although it may not be, composed of all segments of the community including, civil, industrial, commercial, political, educational and institutional. The community may be focused on one or more industrial activities, it may be a geographically contiguous community but need not be, and it may evolve naturally or it may be planned. Examples of naturally evolving clusters include the Detroit automotive community, the Boston high technology zone and Silicon Valley. Examples of planned clusters include Arizona's Optics Valley, SemaTech in Austin, TX and North Carolina's Research Triangle Park.
According to Dr. Robert Breault, a key SPIE volunteer and Cluster concept promoter, Arizona's Optics Valley derives its momentum and planning from two key organizations,
The Arizona Optics Industry Association (AOIA) and the Greater Tucson Economic Council (GTEC, http://www.futurewest.com). Without these two organizations to assist in the promotion and planning of Arizona's Optics Valley, the development of Optics Valley would undoubtedly have been much slower. In Wuhan, The Enterprise Association of the East Lake High Technology Development Zone, an organization of the Wuhan Municipal Government, will serve a role similar to AOIA and GTEC in promoting Optics Valley China. The East Lake High Technology Development Zone is geographically centered in the vicinity of Wuhan's very beautiful East Lake.
High Technology Advantage
Wuhan is the 'cradle' of the optoelectronics & telecommunications industry in China. In 1982 Wuhan Research Institute of Posts & Telecommunications (WRI) established the first optical telecommunications line (8 Mbps)in China. Early in 1994 Wuhan gained approval to establish a national research center for optical telecommunications engineering. In 1999, a national optoelectronic technology center was founded in Wuhan which has now become a principal hub for the production of optical fiber and cable, optoelectronic components, optical transmission equipment and optical instruments. Recently, WIP has issued two standards, namely X.85 and Y.1321, which have been approved by the International Telecommunications Association, placing WIP among leading world organizations recognized in the telecommunications field.
Beginning in 1971, Huazhong University of Science and Technology (HUST) has been performing research both on gas and solid state lasers and their applications. During the 1980's, China's first key laser technology laboratory was established at HUST. In the early 1990's, the State Planning Committee approved HUST to establish the first national engineering research center for laser processing. After approximately 10 years, the laser processing center has successfully undertaken 21 national science and technology projects and another 10 state '863' projects. (The state 863 plan tracks international high technology developments.) At present, HUST maintains a national leadership role in laser technology and applications. HUST is also recognized for its strong contributions in optoelectronics, physical electronics, optical telecommunication, information technology and digital control technology.
Between them, Wuhan University, HUST and Wuhan University of Mapping Science have principal national laboratories in: software engineering, plastic form simulation, telemetric mapping, multimedia software engineering & research, CAD software engineering and GPS engineering & research. Further research and education assets in optics, telemetry, optical materials and applied software engineering reside with: the Geological University of China, Wuhan Industrial University, the Wuhan Digital Research Institute, the Nuclear Power Research Institute, the Wuhan Physical Institute of the Chinese Academy of Sciences, the National Earthquake Research Institute and the Hubei Chemical Research Institute.
Qualified Personnel Advantage
The East Lake Development Zone enjoys the availability of over 100,000 highly educated experts and technicians from 23 nearby universities and 56 research institutes. Approximately one third of these talented scientists and technologists are engaged in research and industrialization of optoelectronic and information technology. Among those experts in optoelectronic and information technology are 10 who have achieved the level of Academician (among 42 total academicians in Wuhan), the highest level of achievement recognized by the Chinese Academy of Science and the Chinese Academy of Engineering.
Firm Industrial Foundation
Through 1999, 143 companies in the East Lake Development Zone are involved in the development and manufacture of optoelectronic technology and software products. Among these companies, 59 are involved with information technology, 12 with power system technology and 72 with software engineering. In 1999, total annual revenues for the 143 companies have reached 6,030,000,000 RMB (~750,000,000 USD, note: ~ 8 Ren Min Bi, i.e., RMB per USD). The ~6B RMB annual revenue breaks down into 5,000,000,000 RMB for information technology, 210,000,000 RMB for power systems technology and 820,000,000 RMB for software. The East Lake High-Tech Development Zone (ELD) is the leading information technology producer in China. It has a production capacity of 2,500,000 km of optical fiber and 60,000 km of optical fiber cable per year, making it the largest producer for optical fiber and cable in China. In high-end router, X.85 standard can replace and is compatible to PPP protocol, and can greatly increase network efficiency. At present, X.85 has become an bottom-layer mainstream international standard of metropolitan area network (RPR).
ITU-T Rec. X.86: this Recommendation was approved by ITU in February 2001. This is the first international standard that combines two types of widely applied networks and mainstream techniques ? optical transmission (SDH) and Ethernet. This standard was put forward one year earlier than GFP (Generic Frame Protocol) proposed by Nortel and Lucent, and approval of this standard was 10 months earlier than that of GFP. X.86 makes QoS (Quality of Service) of Ethernet guaranteed.
ITU-T Rec. X.87: this is a standard of metropolitan area network multiple services ring (MSR), and was proposed in 2002 to and approved in November 2003 by ITU. Main technical scope of MSR ensures that under the precondition of QoS guarantee the question of merging network services three-in-one ? data, voice and video ? and operating three-in-one network can be solved in low cost. In metro network field, this standard simplifies transmission and switching, and is aimed at integrating packet ADM (add/drop multiplex) equipment, packet DXC (digital cross connect) equipment and packet MSTP (multiple services transport platform) in one entity, thereby to realize networking for multiple services on single equipment. This is a new generation multiple services transport platform (MSTP).

Well done China
I like that, they work hard like robots but get the job done.
They tend to have limitations in terms of international interpersonal skills but put them in something like accounting or math and they do very well.
hats off to them.

I remember my undergrads days when many mainlanders came to Canada (where i did my undergrads) and worked hard both in school and in restaurants, cafetarias etc etc etc, you would try to have a conversation at the cashier with them like
"hey so how are you man"
"10.99, dipping sauce 50 cents extra"

ZTE To Edit Key ITU Standard For Optical Network Technology
http://www.totaltele.com/View.aspx?ID=1226&t=1
Quote:
ZTE Corporation (Shenzhen: 000063, Hong Kong: 0763), China’s largest listed telecommunications manufacturer and leading wireless solutions provider, has been selected by the International Telecommunication Union (ITU) to edit a new recommendation, G.adc, for the standardisation of adaptive dispersion compensators.
ZTE was appointed as the editor of the recommendation, which will improve the performance, efficiency and dynamic performance of adaptive optical networks, at the ITU-T SG15 meeting in Geneva, last month. At the meeting, the Corporation submitted a total of 13 contributions on ITU-T recommendations, including two joint submissions with China Unicom and China Mobile.
“This is yet further proof of ZTE’s determination to drive forward the application and standardisation of a wide range of technologies,” said Dr. Wang Jiaying, optical networks standardisation research supervisor at ZTE. “ZTE recognises the importance of this technology for next generation optical transport systems and we are delighted to continue our work with the ITU.”
In November 2004, ZTE finished drafting a recommendation, G.665, on optical fiber Raman amplification technology, following a one-year collaboration between several member companies of SG15/Q17, including Nortel, Lucent and Corning. Also, last year, ZTE was given the responsibility to draft standards for the requirements for crucial end-to-end quality of service (QoS) architecture for next generation networks (NGNs).
"Over the years that the ITU and ZTE have been working together, ZTE has shown its technical expertise and its dedication to research and development," said Mr. Zhao Houlin, director of ITU-T. "We are very pleased to have ZTE Corporation participating in the editing of this recommendation."
ZTE plays an active role at the ITU, and has been nominated as editor of six new standards relating to optical communications, next generation networks (NGNs) and information security in mobile communications. A member of all three ITU sectors – telecommunication development (ITU-D), telecommunication standardisation (ITU-T) and radiocommunication (ITU-R) – ZTE is working to develop tomorrow’s networks and services. The Corporation has hosted several important conferences and participated in more than 30 international standardisation groups, including the Third Generation Partnership Project (3GPP), the CDMA Development Group (CDG), the DSL Forum, and the Network Processing Forum (NPF).
ZTE is committed to developing new technologies: the corporation has invested about 10% of its revenues in research and development; more than 8,200 of all ZTE personnel are involved in this area and more than 6,000 of the 25,000-strong workforce have Masters Degrees, and 400 have PhDs. The corporation owns 2,500 patents, with most of these being for original innovations, and operates 13 research and development centres worldwide, including establishments in Sweden, the USA and South Korea.

The first domestic 750-kilo volt power transmission system works in China
http://english.people.com.cn/200510/...24_216422.html
Quote:
The first 750-kilovolt-electricity transmission project in China has been in safety and stable operation since going into smooth operation on September 26 and the line voltage is within an eligible range, according to the State Grid Corp of China (SGCC) recently, reports People's Daily on October 24.
It costs nearly two years to complete the 750-kilovolt project, including a 141-kilometer transmission line linking Guanting of Qinghai Province with Lanzhou of Gansu Province in the western region and two 750-kilovolt transformer substations. First of its kind in the country, the project has been designed, manufactured and put into operation by China independently with advanced levels in the world. And it is also one of the world's top transmission projects with the highest voltage.
Located in northwestern China with average altitude of 2,000 meters above sea level, the project was built in a varied geological area with broad frozen earth. The air break joint and insulation levels are close to or equivalent to a million-volt level and the project is the first to be built in such an environment in the world. The construction work shows that China's grid technology has entered into the advanced ranks of the world. It also marks that China has accumulated precious experiences in the development of building extra high-volt grid.
Before this, the grid voltage was 330-kilovolt in the vast areas of the western part in the nation, which was difficult to cope with the demand for development. If continuing to transmit electricity with the voltage, there will occur problems, including the density of lines and the drop of the electricity-transmitting efficiency, causing the waste of resources. The capacity of the 750-kilovolt line will be four times that of the past 330-kilovolt line, obviously reducing line losses resulted from power transmission. At the same time, the line will take less land areas than the 330-kilovolt line does.
It is reported that the SGCC plans to extend the grid trunk network in northwest China by 2010 to better serve the West Development Strategy and to transmit electricity from China's west to the east. By then, an electricity-network will be formed by connecting the Laxiwa Hydropower Station in northwest China's Qinghai Province, Qianxian County in Shaanxi Province and the terminal in the east part of Yinchuan in the Ningxi Hui Autonomous Region. And the 750-kilovolt lines will be extended to 4,730 kilometers in the west with a transformation capacity of 13.2 million kilovolt amperes by 2010.

Introduction of the two national scientific research programs
There are two national scientific research programs that are supported by the central gov directly.
863 program: The program was designed for the support between 1986 and 2001. But it was extended to the end of 2005 by China Council.
http://www.863.org.cn/863_105/index.html
This is the official web for the 863 program but most of its contents are in Chinese.
Quote:
The 863 Program was launched in March 1986 as a national strategic development program to promote China's hi-tech development in the key areas of information technology, biology, aeronautics, automation, energy, materials and oceanology.
The program has resulted in major technology projects involving IC manufacturing, high speed telecommunication network, coal liquidation, new medicines and modernization of Chinese traditional medicines, core software, information process of manufacturing industry, new generation nuclear energy and electric automobiles. The industrialization of these projects plays an important role in upgrading China's traditional industries. Thanks to remarkable results achieved from the Program, the central government has enhanced its input in research and development. Statistics show that China's R&D input in GDP has risen from 0.6% in 1995 to about 1.3% in 2003. The number of high tech industrial parks also went up from 87 in 1991 to about 20,000 in 2003. In addition to traditional industries, including iron and steel making, ship building, car making, chemicals, machine tools, power generation, light industry, transportation, energy, materials, and pharmacy, emerged numerous high tech industries, including electronics, information, telecommunication, instruments, biotechnology, aeronautics and space, new materials, and new energy. Both traditional and high tech industries have become a solid support for the national economy
the Program has enjoyed a state financing of RMB 11 billion between 1986 and 2001. With the involvement of 40,000 researchers from more than 200 institutes, over 100 universities, and more than 100 enterprises, the Program has turned out more than 47,000 papers and some 2,000 domestic or international patent grants. More than 5,200 industrial R&D projects were financed under the Program's 230 research topics. These projects have produced an additional output value worth more than RMB 56 billion, or indirect economic benefits exceeding RMB 200 billion. The Program has also produced a high caliber research team and a number of R&D and industrialization centers equipped with advanced experimental facilities.
On April 2001, the Chinese State Council approved the continuous implementation of the 863 Program during the 10th Five-year Plan period. The Program, during the period, created several dedicated projects for manufacturing cutting edge products and equipment, in addition to 19 priority topics for 6 high tech fields, including information, biology and modern farming, new materials, advanced manufacturing and automation, energy, and resources and environment. Up to date, 29 dedicated projects have been established to deal with key technology developments, including super IC, high performance computers and core software, computer operating systems, database and other major infrastructure software, electric automobile, functional genome and biochips, large gas burning turbine, submarine robot for a depth of 7000m, information security and e-administration, Bohai oil field prospecting and development, and water pollution control and demonstration. The innovations created by the dedicated projects constitute a stimulus to the steady change of China's technical development from tracking after to leaping forward.
