Now why is not US showing the way???

Well with the dawn of free trade thanks to the WTO,most of the industries in the developing countries had to see bloodbath as they where wiped out by foreign competitors who offered "more for less" or "better quality for less".
That's fair enough.

There where a lot of discussions and political chaos when it came to allowing FDI in strategic sectors like oil, defence among others.

Well the discussions in the developing countries where heavily weighed down due to the fact that the govt didn't have enough money to hold on to those invt and also bcoz of the pressure put on by the foreign hand(WB,IMF,ADB and the foreign ministry of the respective nations in some case).

Still the discussion is alive in this part of world.

At the same time in the west,US who is the "godfather" for free trade is being accused of subsidies to cotton and sugar produce, which allegedly distorts world prices.
And now the CNOOC deal.
