It would be the most sensible thing to do. However it is not one man's task. Even by Pakistani history's reckoning when was the last time the area had been really put under a government's law? Before the Yusafzai Rebellion of 1680s? Others would put the figure much further back. Centuries of damage cannot be undone within one man's career. It would take atleast a couple of generations to set things right. Now is as good a time as any to start.
