Congress admits defeat in Punjab, Uttarakhand

In Uttarakhand, the BJP has won 27 seats in the 60-member Assembly and will easily cross the half-way mark. Senior BJP leader and former union minister Major General (retd.) B C khanduri is likely to be the state’s new chief minister
The Congress has 16 seats in Manipur but its still a close race, Independents and other parties have won 20 seats till now.
Punjab
Parkash Singh Badal has already listed out the priorities of his government and promised he won’t follow “politics of vendetta”.
Badal, who won from the Lambi constituency, said ending corruption and improving education, rule of law and employment would be his other priorities.
Senior BJP leader Prakash Javedekar said the voters of Punjab had rejected Congress due to the "arrogance" of Chief Minister Aamrinder Singh.
BJP leader and former cricketer Navjot Singh Sidhu, who was alliance’s star campaigner in the election, is leading by 50,000 votes in Amritsar Lok Sabha seat by-poll.
Over 76 percent of the 16.6 million voters decided the fate of 1,050 candidates on February 13. The voting percentage this time was an all-time record. Most results are expected to be out in the afternoon.
Uttarakhand
The Congress has accepted defeat in Uttarakhand with its state party spokesman Surendra Agarwal saying the division of secular votes caused the party’s debacle.
The BJP, which has won seven seats and is leading in 30 seats, said the results were according to its expectations and showed that the people had rejected the Congress, which has won five seats and is leading in eight.
A BJP Parliamentary Board meeting on Tuesday evening would decide the party’s Legislature Party leaders in the two states, said party president Rajnath Singh.
Senior BJP leader and former Union Minister B C Khanduri has said he would be "certainly happy" to be the Chief Minister. "I will consider it a good fortune to serve the people," he said.
Khanduri said that the people supported BJP this time recognising its tradition of service. He said the priorities of the new government would be to provide credibility and accountability in governance, check corruption and put an end to "blatant misuse" of funds.
Counting of votes for Uttarakhand's second Assembly elections and the Tehri-Garhwal parliamentary constituency by-poll started at 0800 hours IST amid tight security.
The counting of votes, for the election held on February 21, started in the capital and various district headquarters in the presence of senior officials and observers, the state Election Commission said.
Tight security arrangements are in place in all the polling enters with a three-tier security cordon and additional security personnel close at hand.
Out of a total of 806 candidates for the assembly election, 785 were left in the fray for 69 seats of the 70-member Assembly after Bajpur Assembly election was deferred due to the death of the Congress candidate.
Manipur
The Congress has won 17 seats till now but the Independent candidates and other parties have won 20 seats.
The Manipur People’s Party (MPP), the main Opposition party, has won one seat and is leading in another.
The CPI, a partner of the ruling Congress in the previous Secular Progressive Front Ministry, has won two seats. Political observers said it was unclear whether CPI would go with Congress this time because there was no pre-poll alliance.
The MPP has contacted other parties to form a non-Congress government in the state.
A total of 308 candidates were in the fray and an estimated 80 percent of the 1.7 million voters cast their ballots in the three-phase elections. Pundits have predicted a fractured mandate.
In the 2002 polls, the Congress won 20 seats followed by the Federal Party of Manipur with 13.
The Congress joined hands with the Manipur State Congress Party (MSCP) and Nationalist Congress Party (NCP) to form the Secular Progressive Front (SPF) government in Manipur.
Legislators of NCP and MSCP later merged with the Congress. The SPF was then converted into a coalition of just the Congress and CPI. The MPP won two seats.
